Job description

Regular Schedule 35 Hours. Pay Schedule XII, Grade 1M


A vacancy exists in the Bureau of Community Based Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below.


Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

EXAMPLES OF DUTIES

Under the supervision of the Assistant Director, supervises staff within the Winning Father’s Program and the Rapid Re-Housing Program within the Community Based Services Division.


EXAMPLES OF ESSENTIAL DUTIES

  • Provides supervision for unit staff: hire and train new workers, assess professional development, monitor attendance and leave, complete evaluations, and ensure work standards are being met.


  • Addresses and handles difficult or unusual cases and client grievances.


  • Oversees and evaluates program, assigns workload responsibilities, assures casework standards are being upheld. Assure the completion of client assessments, case plans, and case notes.


  • Coordinates service delivery and manage data tracking systems, attends meetings regarding programs, develops policies and completes record reviews.


  • Works with DSS Assistant Director and HHS Finance Department regarding grant program: management application, award letters, fiscal monitoring and grant data and fiscal reporting.


  • Participates on Boards and committees as requested, completes special projects as assigned, provides community education regarding DSS and division programs.


  • Assists with Agency Emergency mass care and shelter as needed.

Required Qualifications

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.

at least four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.
(Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)


Knowledge, Skills, and Abilities (Entry Level):

  • Thorough knowledge of the theory and practices of provision of human services in the appropriate specialty of food security and/or social determinants of health, including knowledge of group dynamics, convening and managing interagency groups and ability to collect, organize and analyze data into reportable outcomes.


  • Knowledge of budget and personnel management principles and practices. Knowledge of the Open Meetings Act.


  • Writing skill necessary to draft grant proposals, complex reports, and legislation.


  • Good interpersonal skills. Skill in conducting individual diagnostic/assessment interviews and formulating treatment plans.


  • Skill in implementing program policies and procedures.


  • Skill in planning, coordinating, supervising, and reviewing the work of others.


  • Skill in interpreting rules, regulations, guidelines, policies, and procedures.


  • Skill in preparing and monitoring a program budget.


  • Ability to identify community needs and to design and implement initiatives to meet these needs.


  • Ability to monitor program service delivery and to evaluate and modify same.


  • Ability to develop and modify program policies and procedures.


  • Ability to coordinate a program's activities with other agencies and programs.


  • Ability to locate and develop community resources.


  • Ability to plan and conduct educational programs for staff or other groups.


  • Ability to conduct community engagement and outreach education.


  • Ability to read and understand professional journals and other publications.



Knowledge, Skills, and Abilities (Full Performance):

  • Thorough knowledge and understanding of applicable Federal, State, and local regulations, procedures, and guidelines including those directly related to food security through equitable access, especially within disparate populations and food resource development and education related to social determinants of health that impact equitable access to food.


  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures pertaining to personnel and budget matters.


  • Thorough knowledge of local human services resources and the role of the program within the human services structure.


  • Skill in identifying community needs and in designing and implementing programs and policies which meet these needs.


  • Skill in monitoring program service delivery and in evaluating and modifying same.


  • Skill in developing and modifying program policies and procedures.


  • Skill in coordinating a program's activities with other agencies and programs.


  • Skill in locating and developing community resources.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.


Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.


Physical and Environmental Conditions

These positions are essentially sedentary with some walking, standing, or other restricted physical activities. Some positions may require traveling between work sites.


Medical Examination and Employment Background Investigation

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
