Job description

Office of Family Assistance

Theย Office ofย Family Assistanceย provides policy, operational, technical assistance and training support for safety net programs that assist low-income Ohioans.ย This includes: Cash assistance programsย funded by the Temporary Assistance for Needy Families block grant, including Ohio Works First (OWF) and the Prevention Retention and Contingency programs; Food assistance programsย including, the Supplemental Nutrition Assistance Program (SNAP), the Summer Electronic Benefits Transfer (EBT) Program, the Commodity Supplemental Food Program (CSFP) and The Emergency Food Assistance Program (TEFAP);ย Program Integrity;ย and Adult Protective Services.ย Learn more about the office by visiting the Office of Family Assistanceย webpage.

What You Will Do

The Human Services Program Consultant works as part of a team of three in the food programs section of the Office of Family Assistance. ย The position supports the Ohio Department of Job and Family Services as the designated State Distributing Agency (SDA) for TEFAP and CSFP food programs and works to ensure federal regulations and requirements are being met and followed by evaluating and monitoring program policies and operations and addressing issues of non-compliance. ย This position also allocates USDA food and dollars based on federal awards provided by USDA Food and Nutrition Service (FNS), and provides guidance, training, and technical assistance to personnel of the 13 contracted Ohio Food Banks.ย 

Job Duties

  • Monitor TEFAP food levels within the state; reviews and approves monthly inventory reports from food banksย 
  • Maintain monthly statistical data/spreadsheet
  • Allocate TEFAP bonus foods
  • Review and approve food bank orders in Web-Based Supply Chain Management (WBSCM)
  • Maintain a detailed spreadsheet of USDA food loss
  • Create and develop forms and reports as needed
  • Create and develop training materials
  • Resolve outstanding WBSCM receipts
  • Schedule and perform Management Evaluations (ME) of food banks and partner agencies (travel required)
  • Communicate any regulation and policy changes to food banks in a timely manner
  • Answer and address program/policy questions from federal, state, and local agencies
  • Attend and participate in various meetings; ODJFS, FNS, Midwest Regional Office (MWRO), WBSCM, and others
  • Complete and submit yearly FNS-191 (racial and ethnicity data) report via Food Program Reporting System (FPRS)
  • Serve as backup to Human Services Developer for monthly CSFP inventory reports
  • Other duties as assigned by supervisor

Challenges

  • When addressing instances of non-compliance at food banks and/or local pantries, you may encounter individuals who are upset or distressed. Managing these interactions can be challenging, as the role requires balancing regulatory expectations with empathy and effective communication. ย 

Recommended Skills

  • Experience operating personal computers and applicable software

Schedule:ย Full-time

Hours:ย Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.ย 

Location:ย This position will be headquartered at the Rhodes State Office Tower, 30 East Broad Street, Columbus, OH 43215

Travel:ย Occasional travel within the state of Ohio.

The ideal candidate, at minimum, must have the following:ย 

Option 1:

  • Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field;

ANDย 

  • 18 months experience in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

Or Option 2:

  • Completion of graduate core program in social or behavioral science or medicine-related or comparable field;

AND

  • 6 months experience in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

Or Option 3:ย 

  • Equivalent of minimum class qualifications for employment noted above.ย

Pay Information

This position is in the State of Ohio's SEIU/1199 Pay Schedule, Pay Range 12. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.74 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
