Job description

Salary: $70,000 to $90,000 (Based on Experience)

Summary:

The Human Resources Manager is responsible for the development and oversight of human resources operations and facilitates a collaborative environment among all departments and locations. This role is also responsible for data entry, management of the human resources information system (HRIS), and maintaining accurate records. Also responsible for workers compensation claims, and maintaining compliance with all federal, state, and local laws, regulations, and policies. Oversees all company training by ensuring training occurs. Safety Supervisor is responsible for the oversight of all safety matters across the company and for all employees. Maintains compliance and implements best practices throughout the organization, while continually improving performance.

Essential duties include but are not limited to:

  • Remains up to date with federal and state employment laws and regulations in addition to HR best practices
  • Provides staff development through internal training programs through excellent verbal and written communication appropriately tailored for different audiences and circumstances
  • Conduct a comprehensive and consistent onboarding and orientation process
  • Recruit for open positions, screen applications/resumes, conduct or assist with interviews, conduct reference and background checks and complete all necessary employment paperwork
  • Maintain up to date labor posters
  • Conduct open enrollment & benefit fairs
  • Handle unemployment insurance, disability claims and related paperwork
  • Negotiates and administers the 401(k) retirement plan and health plan in compliance with the summary plan descriptions
  • Ability to write policies and procedures that are consistent with the companys culture and with legal and regulatory requirements. Maintain an up-to-date employee handbook, manuals, and policies
  • Ensures companys compliance with governing agencies, including OSHA, EEOC, OFCCP, FMCSA, and DOT, including the reporting of OSHA 300, EEO and VEVRA, and AAP
  • Involved in conflict resolution and administering corrective action/disciplinary actions
  • Review all invoices related to company benefits and HR related matters, ensuring accuracy, and making corrections where necessary. Implement cost controls through management of the HR budget
  • Maintains employee training records
  • Act as the main point of contact for all internship and apprenticeship programs
  • Works closely with the payroll department and assists with any payroll-related matters
  • Maintain the company HRIS and all associated employee records
  • Oversee processing of layoffs, retirements, and terminations
  • Assist with the development and implementation of performance improvement plans
  • Collaborate with the Safety Manager on the management of the safety budget
  • Reviews HR and Safety practices for process improvement and implements changes as necessary

Supervisory Responsibilities:

This position will supervise the Safety Manager and potentially an HR Assistant, depending on the growth and size of the company

Work Environment:

This position operates from an office location. This role involves the use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 50 pounds, at times
  • Must be able to access and navigate each department at the organizations facilities
  • Must be able to wear a hard hat and work boots to visit job sites to engage and communicate with employees in person


Position Type/ Hours:

The expected hours of work for this position are 8 am 4 pm.

Travel Requirements:

Local travel is required for this position. A valid drivers license is required for this role.

Required Education and Experience:

  • High school diploma or GED (Required)
  • 3+ years of experience within the human resources field, preferably within the construction industry
  • Closely related responsibilities OR any combination of education and/or recent relevant experience to perform the job duties of this position.
  • Strong understanding of state and federal employment labor law (EEO, FMLA, FLSA, ADEA, ADA, Human Rights, ERISA)
  • Understanding of the Davis-Bacon Act and the NYS Prevailing Wage, with experience administering prevailing wages
  • Organizational and planning skills
  • Must be able to legally work in the United States as all employees will be verified through the U.S. Department of Homeland Security eVerify system


Preferred Additional Qualifications:

  • Knowledge of the commercial construction industry is a plus
  • PHR/SPHR or SHRM-CP certification preferred
  • Bachelors degree in Human Resources Management is a plus
  • OSHA 30
  • Experience supporting multiple operating companies and multiple office locations
  • Certified Safety Professional is a plus
  • OSHA 500
