Description Under general supervision of the Social Services Supervisor, performs a variety of services associated with recruitment, screening, training, supporting and evaluating CASA (Court Appointed Special Advocate) and other volunteers. Develops, coordinates and supports CASA and other volunteer programs. Tasks Develops, screens, and recruits volunteers and/or interns; develops and presents written and other materials regarding the program; accepts, reviews, screens and determines applicants for training; oversees appropriate background and/or criminal history records checks; attends meetings, seminars, sessions, and other gatherings provided for CASA and other volunteer program trainers. Develops training curriculum; provides initial training; identifies topical areas to be covered; compiles and presents training curriculum; gathers, reviews and distributes materials, publications, statutes, references and other items associated with training; identifies and trains program and court system policies, procedures, processes and activities; updates training materials as appropriate; evaluates attendees and determines appropriateness for the volunteer programs. Oversees, supervises and assists volunteers regarding cases; monitors volunteers for knowledge, ability and capability to provide CASA and other program services; as required, evaluates volunteer service, provides remedial training and/or releases volunteers(s) from further program involvement; provides on-going assistance and training for volunteers; provides evaluations and written reports for interns as necessary
Develops and coordinates compliance plans for CASA accreditation and grant compliance; develops and presents reports outlining program activities to maintain compliance; develops and implements grant proposals with supervision; analyzes and reviews program operations; recommends and implements changes to enhance effectiveness of the program; represents the program in public and as necessary for compliance. Identifies staffing, equipment, supplies, materials and related needs. May work a varied, non-traditional schedule that includes evenings, weekends and/or holidays, as required.
Performs other related duties as assigned. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of applicable national and state CASA compliance policies, rules and requirements. Knowledge of applicable State of Tennessee statutes, rules, administrative orders, operational policies and procedures, Federal rules and requirements.
Knowledge of Hamilton County policies and procedures. Knowledge of processes and procedures to undertake extensive investigations and compile comprehensive findings, conclusions and recommendations. Knowledge of community services and resources.
Knowledge of the principles of record keeping, file and records management. Knowledge of legal terminology and the court process. Skill in developing, presenting and providing comprehensive informational materials designed to solicit, inform and provide volunteers.
Skill in public speaking and making scheduled and unscheduled oral and written presentations. Skill in reading, understanding, interpreting and applying a variety of complex, often conflicting policies, procedures, rules and regulations. Skill in compiling, providing and presenting educational materials for the adult learner.
Skill in establishing and maintaining effective working relations with volunteers, staff, witnesses, litigants, lawyers, law enforcement representatives, civic groups, the news media, general public and others as necessary. Skill in program management and development. Skill in grant creating and maintaining grant proposals and management.
Skill in organizational compliance with standards and reporting. Skill in program management including organizational skills. Skill in operating a personal computer utilizing a variety of software applications.
Skill effectively communicating in both oral and written form. Performs other related duties as assigned. Minimum Qualifications A Bachelor's degree in social work, communications, criminal justice, or liberal arts and two (2) years of progressively responsible work experience in a related field working in and around at-risk juveniles and their families.
A valid driver's license is required. OR An Associate's degree in Social work, communications, criminal justice, or liberal arts and four (4) years of progressively responsible work experience in a related field working in and around at-risk juveniles and their families. A valid driver's license is required.
OR The equivalent of a high school diploma and six (6) years of progressively responsible work experience in a related field working in and around at-risk juveniles and their families. A valid driver's license is required. PREFERRED QUALIFICATIONS: Experience managing volunteer programs is preferred.
ADDITIONAL REQUIREMENTS: Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level. PHYSICAL REQUIREMENTS: Work involves the potential for long periods of sitting, standing and waiting and presenting. Work involves the potential for physical harm and emotional stress related working in and around at-risk juveniles and their families.
