MANTECH seeks a motivated, career and customer-oriented Proposal Manager to join our team in Herndon, VA. This hybrid position requires periodic onsite collaboration for proposal management, strategy sessions, and oral presentation coaching.

In this dual-hatted role, you will lead end-to-end proposal development across DoD, Federal Civilian, and Intelligence Community pursuits while serving as a primary Orals Coach for high-stakes captures.

Responsibilities Include But Are Not Limited To

  • Proposal Leadership: Manage the end-to-end proposal lifecycle-from RFx analysis and compliance matrix development to content creation, red team reviews, and final submission.

  • Strategy & Messaging: Partner with Capture and Business Development teams to develop win themes, discriminators, and strength-based proposal strategies.

  • Orals Program Management: Design and execute comprehensive oral presentation programs (scenarios, scripts, and slide decks) for live, virtual, and recorded formats.

  • Executive Coaching: Facilitate rehearsal sessions, establishing an "orals battle rhythm" and providing actionable feedback to executives and subject matter experts.

  • Process Improvement: Identify workflow efficiencies, share best practices, and mentor junior team members to enhance win probability.

Minimum Qualifications

  • Bachelor's Degree or equivalent professional experience.

  • 4+ years of total proposal management, capture, or BD experience in federal contracting.

  • 2+ years of direct Orals coaching experience (scenario design, slide development, and live coaching).

  • Proven track record managing full-lifecycle proposals alongside simultaneous orals programs.

  • Proficiency in Microsoft Office, collaboration tools (Teams, SharePoint), proposal software (e.g., VisibleThread), and familiarity with AI-driven proposal tools.

Preferred Qualifications

  • Experience with a large Federal Systems Integrator.

  • Familiarity with Cyber, Data & AI Analytics, Enterprise IT, and GWAC/IDIQ task order proposals.

  • Shipley Certification or APMP Certification/best practices.

Physical Requirements

  • Must be able to remain in a stationary position 50% of the time.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
