Northrop Grumman Defense Systems is currently looking for an International Project Manager 4 to join our team of qualified, diverse individuals in Advanced Weapons located in Northridge, CA. This is an individual contributor, non-manager role with no direct reports that will be responsible for overseeing and managing the operational aspects of ongoing projects, and serve as the liaison between program management, integrated product teams, and supporting functions.
The International Project Manager 4 is responsible for planning, executing, and delivering complex defense projects involving multiple countries, partners, and stakeholders. This role manages cost, schedule, and technical performance while ensuring compliance with export controls, security requirements, and customer expectations in an international environment. The candidate is
KEY RESPONSIBILITIES:
Project Leadership & Execution
  • Lead end-to-end planning and execution of international defense projects from initiation through closure.
  • Develop and maintain integrated project schedules, budgets, risk registers, and resource plans.
  • Drive day-to-day coordination across engineering, supply chain, operations, finance, and contracts.
  • Monitor performance against baselines; lead corrective actions to address cost, schedule, or scope variances.

Customer & Stakeholder Management
  • Serve as primary project interface with international customers, government representatives, and industry partners.
  • Conduct regular status reviews, technical interchange meetings, and customer briefings.
  • Manage expectations, scope changes, and contractual commitments in alignment with company objectives.

International & Regulatory Compliance
  • Ensure project activities comply with ITAR, EAR, and other applicable export/import regulations.
  • Coordinate closely with Contracts, Trade Compliance, and Security to manage licenses, agreements, and technical data transfers.
  • Support compliance with defense standards, quality requirements, and local country regulations.

Risk, Issues & Opportunities
  • Identify, analyze, and manage technical, schedule, and commercial risks; develop and execute mitigation plans.
  • Proactively surface issues, drive root-cause analysis, and implement recovery plans.
  • Identify opportunities for scope growth, follow-on work, and cost/schedule optimization.

International Collaboration & Execution
  • Coordinate activities across time zones and cultures with international suppliers, subcontractors, and partners.
  • Support planning and execution of on-site activities, demonstrations, and acceptance events in foreign locations.
  • Facilitate effective communication and collaboration across multicultural teams.

Reporting & Governance
  • Prepare and present program status to internal leadership, including performance to baseline, forecast at complete, and key risks.
  • Support internal reviews (e.g., gate reviews, bid/no-bid, proposal reviews) and customer reviews (e.g., design reviews, progress reviews).
  • Ensure accurate, timely project reporting and documentation.
  • Knowledge of leading multi-stakeholder projects with international elements (customers, suppliers, or partners).
  • Proficient project management disciplines (scope, schedule, cost and risk).
  • Excellent written and verbal communication skills, including presentations to senior stakeholders.
  • Ability to obtain and maintain a US Government DoW Secret security clearance.

BASIC QUALIFICATIONS for Level 4:
  • Bachelor's degree with 8+ years of relevant experience or Master's degree with 6+ years of relevant experience in project management or operations. 12+ years of experience in lieu of degree.
  • Project management experience, preferably in defense or aerospace industry.
  • Proven success managing multiple projects simultaneously in a dynamic sustainment environment
  • Knowledge of leading multi-stakeholder projects with international elements (customers, suppliers, or partners).
  • Proficient project management disciplines (scope, schedule, cost and risk)
  • Excellent written and verbal communication skills, including presentations to senior stakeholders.
  • Ability to obtain and maintain a US Government DoW Secret security clearance.

PREFERRED QUALIFICATIONS:
  • Master's degree (MBA, MS Engineering, or related).
  • Formal project management certification (e.g., PMP, PRINCE2, IPMA, or equivalent).
  • Experience working with defense ministries or government defense agencies.
  • Familiarity with ITAR/EAR and international defense trade regulations.
  • Experience managing subcontracts and supplier performance across borders.

Primary Level Salary Range: $113,500.00 - $170,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
