About the Role
Culmen International is seeking a Senior Pricing Analyst to lead the development of compliant, competitive, and strategic pricing solutions for U.S. Government and international proposals. This individual will play a critical role in supporting capture and proposal efforts by partnering across Business Development, Finance, Contracts, and Operations teams.
The ideal candidate brings deep experience in government contracting (GovCon) pricing, strong knowledge of federal regulations, and the ability to manage complex, deadline-driven proposal environments.
What You'll Do in Your New Role
Pricing Strategy & Leadership
  • Lead pricing strategy for federal proposals, including IDIQs, GWACs, and task orders
  • Develop competitive pricing approaches aligned with technical solutions and win strategies
  • Provide pricing input for bid/no-bid decisions and leadership briefings
  • Conduct price-to-win (PTW) and competitive pricing analyses

Proposal Pricing Execution
  • Develop and own cost volumes, pricing models, and required submission documentation
  • Build detailed cost estimates (labor, subcontractors, travel, ODCs, escalation factors)
  • Ensure alignment between technical, management, and pricing volumes
  • Deliver compliant pricing packages within proposal deadlines

Compliance & Regulatory Oversight
  • Ensure adherence to FAR/DFARS and applicable federal acquisition regulations
  • Support compliance with Cost Accounting Standards (CAS) and TINA requirements, where applicable
  • Develop Basis of Estimate (BOE) documentation and audit-ready pricing files
  • Support DCAA/DCMA audit requests and reviews

Financial Integration & Support
  • Partner with Finance to develop indirect rates, wrap rates, and forward pricing models
  • Support pricing activities for contract modifications and program execution
  • Align pricing strategies with contractual terms and operational risks

Team Leadership & Process Improvement
  • Mentor junior pricing staff and support proposal team collaboration
  • Maintain and enhance pricing tools, templates, and standard methodologies
  • Identify and implement process improvements to increase efficiency and accuracy

Required Qualifications
• Bachelor's degree
• 8+ years of pricing experience supporting federal government contracts
• Experience supporting DoD, SOCOM, State, USAID, or similar agencies
• Experience with international programs, logistics, or capacity-building efforts
• Experience developing cost volumes and supporting documentation
• Experience developing pricing for complex proposals (prime and/or subcontractor)
• Familiarity with both cost-reimbursable and fixed-price contract types
• Strong knowledge of FAR, DFARS, and federal procurement processes
• Must have strategic thinking and analytical problem-solving skills
• Strong attention to detail and compliance focus
• Ability to manage multiple proposals in a fast-paced environment
• Effective communication with cross-functional teams and senior leadership
• Results-driven with a strong sense of accountability
• Advanced proficiency in Microsoft Excel (financial modeling and analysis)
