Job Summary
Join the Program Acquisition Executive, Fires - SHIELD Project Office in a dynamic, fast-paced environment supporting critical international defense programs. As a Senior FMS Program Analyst, you will lead the end-to-end management of foreign partner programs, ensuring seamless execution and alignment with U.S. Army objectives. The SHIELD Project Office requires a Senior Engineer to support the National Advanced Surface to Air Missile System (NASAMS) team. The position involves working with the Prime Contractor to develop, integrate, and test all aspects of the NASAMS architecture prior to fielding on behalf of Foreign Military Sales (FMS) cases. The candidate will assess NASAMS FMS customer requests for country-unique hardware and software requirements. This may include implementing Cross Domain Solutions, unique data links, A/B interfaces between sensors and command and control, as well as voice communication devices. The NASAMS senior engineer will ensure all USG and FMS partner data is appropriately protected within the offered architecture. This individual will provide the USG with risk, technical feasibility assessments, and insights into the reasonableness of cost estimates from the Prime Contractor.
Roles and Responsibilities
  • Candidates must have in-depth knowledge of National Advanced Surface to Air Missile System (NASAMS) including overall architecture, functional, technical, and operational knowledge of the system and the system's Major End Items (MEIs). Technical and performance knowledge of the sensors and effectors used in the NASAMS system is a must.
  • Candidates must possess proven experience assessing the solutions and requirements defined by Original Equipment Manufacturer (OEM)/suppliers for technical integration of the Radio Frequency (RF) and Electro-Optical (EO) sensors into the NASAMS architecture, as well as requirements to meet country-specific needs.
  • Candidates must possess a proven track record with communications with NASAMS MEIs as well as communications up to Higher Echelon Headquarters.
  • Candidates should have experience engaging with international customers to understand, define requirements, and align NASAMS capability to develop Letter of Request (LOR) for Pricing and Availability (P&A) and LOR for Letter of Acceptance (LOA).
  • Candidates must have a proven track record of having actively participated in System Requirements Reviews, Preliminary Design Reviews, and Critical Design Reviews during program execution.
  • Candidates must have experience with technically managing suppliers during program execution.
  • Candidates should have a multidisciplinary background including software, program management, and engineering.
  • Candidates must have actively engaged with customers to support and represent programmatic and technical issues.
  • Candidates must have experience in evaluating OEM and supplier technical and cost proposals to identify risks and opportunities to support the development of the FMS case and the execution of the program.
  • Candidates should have a degree in Engineering. Program Management certification is a plus.
  • A working knowledge of the defense acquisition process, budget, and the timeline of various countries is strongly desired.
  • Knowledge of Patriot Air Defense and HAWK/HAWK XXI Air Defense along with International Air Defense systems is desired to assist the program office.
  • Experience working with the NASAMS team, the Program Office, and other US government stakeholders is desired.
  • Candidates must be willing to travel and support all phases of program development and execution.

In lieu of direct NASAMS experience, candidates should tailer their resume to clearly demonstrate how their current or prior experience is relevant and transferable to NASAMS, including a proven track record with communications with NASAMS MEIs as well as communications up to Higher Echelon Headquarters
Basic Qualifications
  • Bachelor's degree (BS) in Engineering or Science
  • Minimum 20 years of experience
  • Alternate Education and Experience - Master of Science degree with 18 years; or Doctorate with 16 years.
  • Active security clearance
  • Ability to travel up to 20%
