Description:

S3 International is seeking a seasoned International Program Control Analyst (IPCA) to support finance and budget compliance for FMS government contracts operating in the Kingdom of Saudi Arabia. The IPCA will work in the Huntsville, AL, office in Research Park, Huntsville, AL.

The IPCA manages the overall direction and coordination of the international contract budget, P/L compliance, and cash flow of the operation. The LPCA coordinates with the S3 F&A staff and the contract PM to build, maintain, and evaluate compliance of contract work plans to the awarded contract using MS EXCEL. With the work plans, the PCA tracks contract allocated resources, completes budget assessments, conducts what-if drills, and evaluates the work plan budgets to Costpoint PSR reports.

The PCA identifies potential financial challenges prior to those challenges becoming critical, analyzes cost, and assesses performance of multiple project elements. Also develops and monitors budgets, long-range operating plans, phasing plans and other resource planning activities and creates and maintains program/project schedules. Verifies invoices to ensure proper billing, evaluates labor and non-labor reports from Cost Point and develops and performs monthly Performance and Cost Reports to meet customer deadlines.

Qualifications:

ยท Master's Degree in Accounting or Finance plus 10 years relevant accounting and finance experience or Bachelor's Degree plus 15 years relevant experience.

ยท Excellent working knowledge of Microsoft Suite (Excel, Word, PowerPoint, Project) at a level of 4 out of 5.

ยท 2 years of experience managing budgets of international services programs, not OEM.

ยท 2 years of experience with contract management, FAR, and budget compliance to contract.

ยท Three years' day-to-day working knowledge, with minimal supervision, with contract setups, employee setups, screen inputs, and project status reports using Deltek Costpoint for a federal contract company.

ยท Experience with internal industry control and budget analysis.

ยท U.S. Citizenship and a background investigation are required. International experience is a plus. International travel may be required.
