Job description

GENERAL SUMMARY: Responsible for Head Start Human Resources Management. Functions include recruitment and selection, human resources strategy, benefits, labor relations, career development, organizational culture, time and attendance, internal communication, among others. Establish and implement policies and practices, ensuring compliance with state and federal laws, taking into account at all times the mission, vision, code of ethics and values of the organization.

Essential Tasks and Responsibilities

  1. Responsible in carrying out employee relations interventions, including but not limited to: coaching supervisors, correct implementation of labor laws, rules of conduct and consistency in disciplinary actions.
  2. Handle personnel needs in relation to benefits, including but not limited to: wellness, guidelines, claims, salary scales review, total compensation letters, among others.
  3. Ensure the good use of leaves, such as maternity, vacation, disease, medical plan, pension plan, disability, among others.
  4. Perform personnel exit process, including but not limited to: notifications, guidance and benefits.
  5. Perform personnel reports such as: vacancy, recruitment effectiveness (ROI), internal promotions, employee profile, compliance reports, vacancies, human resources strategy, organizational culture, benefits, turnover analysis, FMLA, OSHA, Labor Department, active employees, file audit report, compliance reports and provide human resources data and statistics as required.
  6. Carry out recruitment process, including but not limited to: perform internal and external calls, perform resume screening, job analysis, realize interviews, situational exercises, evaluations, background check and make employment offers.
  7. Meets and ensures that the organization complies with employment opportunity equality regulations and the affirmative action program, verification of eligibility for employment I9, registration of veterans, registration of employees in the Labor Department, among other requirement.
  8. Perform personnel changes in the system, specifically change of position, department and/or salary.
  9. Collaborate in the revision of organizational policies so that they adjust to the organizational reality and legal requirements.
  10. Responsible for the performance management process, including but not limited to: leaders development system, training analysis, talent management, and change management.
  11. Responsible for measuring, analyzing and presenting Human Resources metric, including data such as training, internal communication, talent management and strategical objectives, among others.
  12. Develop strategies and implements best practices to ensure a healthy work environment, which includes but not limited to the organizational commitment philosophy.
  13. Carry out follow-ups and guidelines to ensure effective management of employees in improvement plans and use various strategies to identify potential high performance employees.
  14. Implement internal communication plans that allow organizational effectiveness and the connection with organizational culture and personnel strategy.
  15. Responsible for handling digital employee records and the administration of employee contract documentation.
  16. Use the system provided by the organization to carry out the approval of Head Start payrolls.
  17. Perform personnel exit process, output interview and notification for employee deactivation in all areas of the organization.

Requirements

Education y/o Experience: BA or preferable a Mater Degree in Human Resources, Industrial Organizational Psychology or related field from and accredited University and 10 years of experience in Human Resources.
