Summary
This vacancy is for a Human Resources Assistant in the Office of the Secretary within the Department of Commerce.

Duties
Help
As a Human Resources Assistant, you will perform the following duties:
  • Assist Human Resources (HR) Specialists and independently perform technical assignments including gathering supporting documentation for recruitment packages, drafting job opportunity announcements, conducting qualification analysis, reviewing appointment eligibility, researching OPM guidelines to determine nature of action and legal authority codes, and issuing offer letters.
  • Serve as the point of contact for security investigation processing. Ensures candidates have the appropriate security forms, completes initiation of investigation paperwork and coordinates with the Security Office to track the status of pending pre-appointment approvals
  • Initiate USAcess requests for fingerprinting and HSPD-12 credentialing. Assists in arranging pre-employment physical examinations and pre-employment drug testing.
  • Assist in preparatory work for New Employee Orientation (NEO). Coordinates with HR Specialist to prepare the Entrance of Duty (EOD) list, reserves conference room and sends out NEO invites.
  • Work with new hires to collect onboarding forms, reviews for accurateness and accepts them when completed in the automated database.
  • Apply regulatory and policy guidance to review and ensure personnel action requests (PARs) conform to the Office of Personnel Management (OPM) and DOC rules, regulations, policies, and guidelines.
  • Submit hiring packages for processing and resolves a variety of personnel issues related to nature of action codes, legal authorities, remark codes, pay, service computation dates, and accuracy of other data elements contain on PARs.
  • Input status updates daily via software application (i.e. Microsoft Excel) and/or an automated database.
  • Submit hiring packages for processing and performs quality review ensuring compliance with all requirements and resolving a variety of personnel issues related to nature of action codes, legal authorities, remark codes, pay, service computation dates, and accuracy of other data elements contained on PARs

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the Department of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band.
The ZA-04 is equivalent to the GS-07/08 grade levels.

To qualify at the ZS-04 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZS-03/GS-06 in the Federal service. Specialized experience is defined as experience:
  • Using automated systems to prepare offer letters for review;
  • Tracking and maintaining status of hiring actions, reviewing information for discrepancies;
  • Collaborating with applicants, departments and other organizations to coordinate entrance on duty and release dates; and
  • Supporting Human Resource Specialists with staffing and recruitment actions.
