Job description

Project Introductionย 

The Data Management Center (DMC) Application Development and Sustainment project provides enterprise software development, modernization, and data governance support for the U.S. Department of Veterans Affairs (VA) Office of Academic Affiliations (OAA). The program sustains and modernizes a portfolio of approximately twelve custom-built .NET web applications, Microsoft Power Platform solutions, SharePoint sites, SSRS and Power BI reports, and supporting SQL Server databases that enable OAA's health professions education, Advanced Fellowship, and trainee management mission. Work includes migration to the VA Enterprise Cloud (VAEC) using Microsoft Azure, SSRS-to-Power BI and WebForms-to-ASP.NET Core modernization, enterprise data governance toward Level 4-5 CMMI target operating maturity, Section 508 accessibility compliance, and continuous sustainment of the active VA-wide umbrella ATO (FIPS 199 Moderate). DMC personnel support both day-to-day operations and strategic modernization initiatives in alignment with VA policies, VAEC standards, and Government-approved governance processes. All work is performed at the Contractor's facility.ย

The position is a mid-level Engineer role supporting the VA Office of Academic Affiliations Data Management Center (DMC). This role develops and maintains business solutions using the Microsoft Power Platform within the VA Enterprise Cloud (VAEC) framework, supporting the DMC portfolio of Power Apps, Power Automate workflows, Power BI reports, and SharePoint integrations. The Software Developer (Microsoft Power Platform) works under the guidance of senior developers to deliver low-code solutions that are secure, accessible, and compliant within the active VA umbrella ATO (FIPS 199 Moderate).ย 

Responsibilities
  • Develop and maintain business solutions using Power Apps and Power Automate workflows within the VAEC framework.ย 
  • Develop Power BI reports and dashboards using existing Power BI Service licenses, deployed Report Server, gateway, and designated workspace.ย 
  • Support the SSRS-to-Power BI migration under the direction of senior developers.ย 
  • Integrate Power Platform solutions with SharePoint sites, SQL Server databases, and existing .NET applications.ย 
  • Maintain and enhance the existing DMC portfolio of Power Apps, flows, and SharePoint integrations.ย 
  • Write and maintain SQL queries and data connections supporting Power Platform solutions.ย 
  • Ensure all Power Apps, flows, and Power BI reports meet Section 508, ADA, and WCAG 2.0 Level A and AA compliance requirements.ย 
  • Document solution configurations, data sources, and report-to-data-source traceability.ย 
  • Support ATO artifact maintenance and vulnerability remediation for Power Platform components.ย 
  • Participate in recurring technical working sessions with the DMC team and SharePoint and Power Platform developers.ย 
Requirements
  • Bachelor's degree in Information Technology, Computer Science, or a related field. No equivalencies or substitutions for the degree requirement will be accepted.ย 
  • Four (4) or more years of experience developing solutions with the Microsoft Power Platform.ย 
  • Proven hands-on experience with Power Apps, Power Automate, and Power BI (all three required).ย 
  • Experience with SQL databases and SharePoint integration.ย 
  • Strong written and verbal communication skills.ย 
  • Must have resided continuously in the United States for the past 36 months.ย 
  • U.S. Citizenship required.ย 

Preferred/Desiredย 

  • Microsoft Power Platform certifications (e.g., PL-100, PL-200, PL-400, PL-600).ย 
  • Experience with SSRS and report migration to Power BI.ย 
  • Familiarity with Azure DevOps.ย 
  • Experience supporting federal agencies or large enterprise environments.ย 
  • Experience with Section 508 accessibility standards.ย
