We are seeking an Estimating Manager to lead our Estimating team by overseeing the development of various types of estimates from conceptual estimates for proposals, feasibility, and cost consulting, to detailed estimates for new and on-going projects.  This is a great opportunity for an organized and driven individual who enjoys working with a high performing and innovative team while making an impact.

Responsibilities

What You'll Be Doing

  • Oversee the development of various types of estimates from conceptual estimates for proposals, feasibility and cost consulting,, to detailed estimates for new and on-going projects.
  • Provide guidance on services, procedures and methods for the timely and accurate response to client, project management, departmental and company requirements.
  • Lead the development of the departments overall strategic objectives, support and continued development of junior and intermediate staff and estimating standards, procedures and work practices.
  • Oversee the coordination and monitoring of input from engineering, discipline lead engineers, procurement, contracts and operations to ensure a timely completion.
  • Oversee all aspects of the estimating process including establishment of the estimated scope of work, preparation of the estimate methodology and bases of estimate as well as production of the overall estimate schedule identifying all deliverables and interfaces with other disciplines.
  • Manage the key parameters associated with the overall quality and accuracy of the estimate such as: equipment and material pricing guidelines, material take-off allowances, escalation philosophy, and site labour productivity factors.
  • Oversee the development and review of project execution plans, including project schedule. Solicit Operations support to test and review execution and schedule assumptions.
  • Identify and assign potential values to quantifiable risks, ensuring key operational and commercial risks are discussed and qualified.
  • Oversee the assembly of final estimate packages, conduct detail analysis of completed estimates including benchmarking against similar completed projects and reconciliation of completed estimates to prior estimates.
  • Oversee tender related communication with key stakeholders, both internal and external. Review requests for information and resulting responses for completeness.
  • Manage resource allocation production plan development upon award.
  • Communicate Estimate specifics to operations and all key support departments (Supply Chain, Finance, HR, IT) upon contract execution in support of budget development and Operations hand-off.
  • Review and analyze job actual costing vs. bid and appropriately modify estimate library for future bids.
  • Maintain internal database of suppliers and subcontractors. Ensure subcontractor selection meets internal prequalification requirements. Solicit feedback on subcontractors from recent operations to ensure adequate safety and cost performance.
  • Provide support to support major change order development at Operations request.
  • Lead internal bid reviews.
  • Review design options and recommend best solutions based on cost, engineering quality, or availability of materials. 
  • Other duties as assigned. 
Qualifications

What Makes You the ONE

 

  • Minimum of 10 years experience relating to project estimating, including 5 years in a Senior or Lead role..
  • Industrial construction and/or mining experience required.
  • Engineering Degree, Engineering Technology Diploma or equivalent experience relating to estimating.
  • Extensive knowledge of a variety of estimating methods and techniques.
  • Ability to maintain expected standards with a continuously variable workload and schedule.
  • Ability to maintain good internal and external working relationships, including internal department leads, executive management, as well as client and subcontractor contacts.
  • Significant knowledge of all project management functions, contract administration, procurement, material control, economics, accounting, labor laws, contract and legal matters.
  • Capacity to determine program objectives and requirements and to develop standards and guides for diverse technical or administrative activities.
  • Proven ability in using estimating software.
