Job description

The Subcontract Program Manager (SPM) is responsible for overseeing several development subcontracts within the Quantum Sensing Solutions (QSS) group. This role will lead strategic suppliers and subcontractors supporting major programs. The QSS SPM will serve as the primary subcontract lead for several hardware development focused programs, integrate subcontractor activities into the overall program schedules, establish /monitor and assess subcontractor performance, independent risk & opportunity assessment, and drive source selection excellence. This highly collaborative role sits at the intersection of program management, contracts, subcontract administration, and technical development teams throughout the program execution lifecycle. Success as a QSS SPM will include ensuring program subcontracts are properly scoped and structured for success, appropriate controls are in place to inform programs of supplier performance, issues are managed & escalated appropriately through exceptional communication and presentation skills to internal and external stakeholders, ensuring subcontractor relationships are healthy, and enforcing accountability. This position is an extremely high impact leadership role that directly impacts QSS and Infleqtion growth across government, national security, aerospace, and other markets.

Core Responsibilities

Supplier and Subcontract Management

· Lead strategic suppliers and subcontractors supporting major programs.

· Manage subcontract performance against: Cost, Schedule, Technical requirements, and Quality requirements

· Develop supplier execution plans and recovery plans.

· Conduct supplier reviews and performance assessments.

· Escalate and resolve supplier issues.

Program Management

· Serve as the primary subcontract lead for one or more programs.

· Integrate supplier activities into the overall program schedule.

· Coordinate with Program Managers, Engineering, Manufacturing , Quality , Contracts, and Finance

· Track and report subcontractor progress and risks.

Contracting and Procurement

· Support subcontract strategy development.

· Lead major subcontract negotiations.

· Oversee subcontract awards, modifications, and closeout activities.

· Ensure proper flow-down of customer and regulatory requirements.

Risk and Opportunity Management

· Identify supply chain and subcontract risks, and develop mitigation plans.

· Monitor supplier financial health and capacity.

· Manage impacts of schedule slips, technical challenges, and quality escapes.

Financial Management

· Track subcontract budgets and commitments.

· Support Estimates at Completion (EACs) and manage subcontract funding.

· Analyze cost variances and forecast impacts to the program.

Requirements

  • Education: Minimum of Bachelor's degree in Engineering (preferred), Business management, Supply Chain, Finance, Operations Management, or Contracts Management
  • 10+ years of experience in subcontract program management or program management of hardware development programs in U.S. government aerospace and defense or NASA programs. Direct experience with electro-optical and/or photonic development efforts is preferred.
  • Working knowledge in government contracting: FAR, DFARS, ITAR, EAR, Contract flow-down requirements, and Cost-type and fixed-price contracts
  • Experience with Program Management including Integrated Master Schedules (IMS), Risk registers, Change management, Earned Value Management (EVM), Program reviews
  • Extensive experience in direct subcontract program management including supplier performance metrics, Corrective action management, and Source selection processes
  • Extensive experience in source selection and teaming including subcontractor SOW development, supplier RFP formation, development of selection criteria, supplier vetting, and negotiation
  • Experience with SAP or NetSuite (preferred), Microsoft Project, Power BI and/or Advanced Excel
  • Superior written and presentation skills with strong negotiation skills through lifecycle of development subcontracts
  • Proven executive communication skills to executive leadership, program leadership, supply chain leadership, and customer representatives
  • U.S. citizenship and ability to obtain and maintain a security clearance.
