Under the direct supervision of the Child Protection and Licensing Supervisor, this position supports the Nicollet County Health and Human Services department. This position performs all licensing duties delegated to counties by Minnesota Statutes and Rules for child foster care, family-child care, adult foster care, and community residential services facilities. This position completes home and facility visits with providers to determine compliance with licensing, gathers paperwork, evaluates programs, submits background studies, writes home studies and home study updates, tracks provider training, and makes licensing recommendations. This position also investigates complaints, issues correction orders, and makes recommendations for licensing actions.
- Accepts, reviews, and processes variance requests for all licensed programs
- Completes annual home inspections of licensed homes and facilities to ensure compliance. Requests fire marshal inspection of licensed homes and conducts follow-up of any deficiencies cited in the fire marshal report. Writes home study and home study updates, completes ELICI, and licensing checklists during inspections
- Conducts investigations of complaints and makes recommendations for licensing actions for all licensed and unlicensed programs. Issues correction orders as needed. Follow up on licensing actions to ensure compliance. Testifies in court proceedings, interprets, and implements judicial findings and court orders
- Determines eligibility for licensure for family child care, child foster care, and adult foster care. Completes evaluations, interviews, and obtains required forms for licensing. Makes recommendations to the Department of Human Services (DHS)
- Develops, updates, and provides orientation training for all licensing programs. Offers other training as needed. Interprets MN Statutes and Rules, DHS and DCYF guidelines, and policy and procedures for all licensed programs
- Initiates background studies for license holders, family members, or other associated with the license. Completes non-disqualifying assessments for child foster care. Submits background studies and fathers' registry requests for step-parent adoptions
- Provides child welfare case management to ICPC cases and MAPCY re-assessments. Accepts request from ICPC. Completes home study for ICPC. Completes monthly home visits with provider and child(ren). Offers resources and case management. Writes and submits quarterly reports to ICPC
- Provides support, case management, and on-going eligibility determinations to licensed family child care providers and foster care providers
- Valid MN Driver's license, and
- A bachelor's degree in one (1) of the behavioral sciences or related fields including, but not limited to, social work, psychology, or nursing from an accredited college or university, OR
- Any equivalent combination of education and experience to successfully perform the essential duties of the job
