Job description

GIS Specialist / GIS Administrator
KEITH is seeking an experienced GIS Specialist / GIS Administrator to support the Florida Department of Transportation (FDOT) District Four Program Management Office, Program Services Section. This is a long-term, onsite opportunity supporting the administration, maintenance, development, and ongoing improvement of enterprise GIS systems and applications used throughout FDOT District Four.
The ideal candidate will have strong experience with ArcGIS Enterprise, ArcGIS Online, SQL, Python, and Esri desktop applications, along with the ability to work collaboratively with both technical and nontechnical stakeholders. This role is well suited for a mid- to senior-level GIS professional who can independently manage GIS assignments while serving as a technical resource to the FDOT team.
Key Responsibilities:
  • Provide GIS analysis, programming, application development, and technical support using current GIS technologies.
  • Assist with the administration, configuration, maintenance, and support of ArcGIS Enterprise and ArcGIS Online environments.
  • Maintain and support GIS applications, servers, layers, feature classes, databases, and related geospatial resources across FDOT District Four.
  • Develop, maintain, and improve GIS applications and solutions using Esri tools and platforms, including ArcGIS Instant Apps, ArcGIS Dashboards, ArcGIS StoryMaps, and ArcGIS Experience Builder.
  • Work with existing ArcGIS databases, datasets, applications, and workflows to understand their purpose, relationships, and integration capabilities.
  • Utilize SQL and Python to support GIS data management, automation, analysis, and application development.
  • Work within multi-user GIS environments and support version management and data editing workflows.
  • Perform mapping and spatial data analysis to support program and operational needs.
  • Serve as a point of contact for assigned GIS projects and initiatives.
  • Participate in requirements-gathering sessions, GIS coordination meetings, and discussions with FDOT GIS users, developers, and other stakeholders.
  • Collaborate with technical and nontechnical staff to identify GIS needs and develop practical solutions.
  • Define project tasks, establish priorities, and independently execute assigned work.
  • Develop and maintain clear technical documentation related to GIS data, applications, processes, and system development.
  • Provide technical guidance and support to users working with GIS applications and data.
  • Assist with troubleshooting and resolving GIS system, application, and data-related issues.
  • Maintain a strong understanding of the District's GIS data landscape and identify opportunities to improve workflows, applications, and data integration.
  • Complete other GIS-related tasks and assignments as directed by the FDOT Program Services Manager.

Qualifications:
  • Bachelor's degree in GIS, Geography, Computer Science, or a related field required; Master's degree preferred.
  • Minimum of 5 years of progressive GIS / geospatial experience.
  • Strong experience with ArcGIS Enterprise and ArcGIS Online administration.
  • Proficiency with SQL and Python.
  • Experience with Esri desktop applications, including ArcCatalog, ArcMap, and ArcGIS Pro.
  • Experience working with enterprise and multi-user GIS environments, including version management.
  • Strong knowledge of spatial data, geospatial databases, mapping, and GIS applications.
  • Experience developing GIS solutions using Esri application builders and platforms.
  • Ability to analyze existing GIS databases, datasets, applications, and workflows and develop solutions based on user and organizational needs.
  • Strong written and verbal communication skills, with the ability to communicate effectively with both technical and nontechnical audiences.
  • Ability to work independently, manage multiple assignments, and meet project deadlines.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
  • Experience with Adobe Acrobat or similar PDF software.

Preferred Qualifications:
  • GISP (Certified GIS Professional) certification.
  • Esri technical certifications, such as ArcGIS Desktop or ArcGIS Enterprise certifications.
  • Experience supporting GIS within a public-sector, transportation, engineering, or infrastructure environment.
  • Experience with FDOT GIS systems, data, applications, or workflows.
