Information Systems Manager Enterprise Applications, Technology Operations & Business Solutions Office of the Fulton County Clerk of Superior and Magistrate Courts

Salary: $99,677 annually, non-negotiable

Lead Technology That Advances Justice

Technology has the power to transform how courts serve their communities. The Office of the Fulton County Clerk of Superior and Magistrate Courts is seeking an innovative, collaborative, and results-driven technology leader to serve as its next Information Systems Manager. This is not a traditional IT management position.

This is an opportunity to lead enterprise technology initiatives that improve access to justice, modernize court operations, strengthen customer service, and support thousands of internal and external users across one of Georgia’s busiest constitutional offices.

The Information Systems Manager serves as the strategic bridge between technology and court operations. This position leads enterprise applications, technology projects, automation, artificial intelligence initiatives, vendor partnerships, operational support, reporting, organizational change, and technical staff supervision.

The successful candidate will combine strong technical knowledge with leadership, communication, customer service, project management, and operational improvement skills.

Position Summary

The Information Systems Manager provides leadership for the planning, implementation, administration, optimization, and continuous improvement of enterprise technology solutions supporting the Office of the Fulton County Clerk of Superior and Magistrate Courts.

Reporting to executive leadership, this position partners with operational divisions, vendors, justice partners, County technology teams, and other stakeholders to ensure technology investments improve efficiency, strengthen service delivery, support data-driven decision-making, and advance the Clerk’s strategic vision.

The Information Systems Manager also provides direct supervision, coaching, performance management, work assignment, and professional development for assigned technical staff. The position is responsible for building a responsive, accountable, cross-trained, and service-oriented technical team.

What You Will Lead Enterprise Application Management
  • Lead the administration, configuration, optimization, and lifecycle management of enterprise court applications.
  • Serve as product owner for major technology platforms.
  • Develop application roadmaps aligned with strategic and operational priorities.
  • Coordinate software implementations, upgrades, testing, releases, enhancements, and configuration changes.
  • Ensure enterprise applications remain reliable, secure, scalable, and aligned with business needs.
  • Coordinate application integrations, data exchanges, and interoperability between systems.
Technical Staff Leadership
  • Provide direct supervision to assigned technical staff.
  • Establish clear performance expectations, priorities, service standards, and accountability measures.
  • Assign and monitor work, projects, incidents, and support responsibilities.
  • Coach employees, provide regular feedback, and address performance or conduct concerns promptly.
  • Support employee development through training, mentoring, cross-training, and stretch assignments.
  • Build team capacity and reduce reliance on individual employees by strengthening documentation and knowledge transfer.
  • Promote collaboration, professionalism, responsiveness, and consistent follow-through.
  • Ensure adequate staff coverage for critical systems, projects, and operational support.
Technology Strategy and Innovation
  • Partner with executive leadership to identify technology opportunities that improve operational performance.

  • Recommend technology investments that provide measurable operational value.
  • Support long-term technology planning and digital transformation initiatives.

Project Leadership
  • Lead enterprise technology projects from concept through implementation and post-launch evaluation.
  • Develop project plans, timelines, budgets, risk assessments, decision materials, and executive status reports.
  • Coordinate vendors, consultants, County IT, technical staff, and operational stakeholders.
  • Clarify project ownership, responsibilities, dependencies, and escalation paths.
  • Monitor deliverables and ensure projects remain aligned with scope, schedule, quality, and operational needs.
  • Identify risks early and recommend corrective actions.
  • Ensure technology projects are delivered with minimal disruption to court operations and public service.
Business Partnership
  • Build trusted partnerships with operational divisions throughout the Office.
  • Meet with executives, managers, supervisors, and designated front-line staff to understand workflows, pain points, and service needs.
  • Translate business processes into clear functional and technical requirements.
  • Facilitate discovery sessions, requirements gathering, process mapping, and solution evaluation.
  • Recommend technology solutions that improve customer service, employee productivity, data quality, and operational efficiency.
  • Ensure technology solutions address business needs rather than simply introducing new software.
  • Maintain clear communication and consistent follow-through with stakeholders.
Technology Operations
  • Oversee daily operational support for enterprise applications and technology services.
  • Coordinate incident management, escalation, troubleshooting, service restoration, and root-cause analysis.
  • Monitor system performance, availability, reliability, ticket aging, service levels, and user experience.
  • Coordinate system maintenance, upgrades, change control, testing, and production releases.
  • Support disaster recovery, business continuity, and continuity of operations planning.
  • Identify recurring incidents, undocumented dependencies, operational risks, and opportunities for permanent resolution.
  • Ensure critical court operations receive timely and appropriate technical support.
Vendor and Contract Management
  • Serve as the primary relationship manager for assigned software vendors and technology partners.
  • Monitor vendor performance, service-level commitments, project deliverables, issue resolution, and responsiveness.
  • Escalate vendor concerns and recommend corrective actions when performance does not meet expectations.
  • Coordinate product demonstrations, solution evaluations, contract deliverables, and implementation activities.
  • Support technology procurement, contract administration, budgeting, and renewal planning.
  • Maintain accurate records of vendor commitments, decisions, risks, and outstanding actions.
Data, Reporting and Analytics
  • Develop and maintain executive dashboards, operational reports, and performance measures.
  • Support the establishment of clear key performance indicators and reporting definitions.
  • Monitor data quality, validation, accuracy, completeness, and consistency.
  • Coordinate integrations, interfaces, APIs, data exchanges, and reporting dependencies.
  • Conduct SQL-based data analysis or coordinate technical resources to produce needed analysis.
  • Present complex information in a clear and actionable manner for technical and non-technical audiences.
  • Use data to identify trends, risks, recurring issues, and opportunities for improvement.
Artificial Intelligence and Automation
  • Identify opportunities to automate manual, repetitive, and time-consuming processes.
  • Evaluate responsible applications of artificial intelligence and emerging technologies.
  • Develop business cases for automation and AI initiatives based on measurable operational value.
  • Ensure AI initiatives include appropriate privacy, security, governance, human review, auditability, and data-quality controls.
  • Coordinate pilot programs, testing, adoption, evaluation, and continuous improvement.
  • Promote responsible innovation that improves efficiency without compromising accuracy, accountability, and public trust.
Knowledge Management and Documentation
  • Develop and maintain standard operating procedures, technical documentation, workflow diagrams, system inventories, knowledge articles, and support guides.
  • Document recurring fixes, business rules, system dependencies, workarounds, interfaces, configurations, and escalation procedures.
  • Establish documentation standards for technical staff.
  • Ensure documentation remains current, accessible, and usable.
  • Lead cross-training and knowledge-transfer efforts.
  • Reduce operational risk caused by undocumented systems or knowledge concentrated with one employee.
Training and Organizational Change
  • Develop training materials and support programs for end users and internal technical staff.

Minimum Qualifications Education

Bachelor’s Degree in Information Technology, Computer Science, Information Systems, Business Information Systems, Public Administration, or a closely related field.
