Job description

Position Overview:

Vali has an immediate need for a Human Capital Strategic Planning Data Analyst to join our team. This position serves as a data-centric, data-driven strategic partner, which is required to have data analysis, visualization, modeling experience. This position will include consultation with process owners to ensure analytics are an integral part of human capital decision making and workforce planning. In support of the Missile Defense Agency (MDA) HR Directorate, this position will analyze workforce, position, occupation, and competency data to identify current and future talent needs, skill gaps, and workforce trends. 

Essential Responsibilities:

  • Assist in all aspects of workforce planning, to include, but not limited to: execute workforce planning and plan development methodologies; develop workforce plans and strategies.
  • Develop gap mitigation implementation plans and present visually and in reports.
  • Provide expertise in data analytics and algorithm development supporting the integration and analysis of human capital data to inform data-driven decision making.
  • Design, develop and advance new methods to extract information from diverse data sources using flexible querying methods, innovative visualization, and data aggregation/integration, data mining, and analytical techniques.
  • Trace data outputs to human capital business processes; consult with process owners when those processes are not data-driven. Consult with process owners to ensure analytics are embedded in processes and workflows.
  • Develop statistical and predictive analytic models for large, diverse data sets.
  • Develop machine learning, data mining, and statistical algorithms for pattern recognition and anomaly detection.
  • Support and engage in continuous refinement of the human capital data architecture, including performing modeling, defining principles, developing implementation strategies, and governance.
  • Identify and recommend solutions for data issues.
  • Align MDA Human Capital Strategy and Data Standards to the DoW and OPM standards.
  • Develop and maintain the infrastructure required to build automated survey response rate reports, result reports, and informational presentations to a variety of customers throughout MDA.
  • Develop and maintain code for MDA employees to participate in surveys and a robust reporting solution to create survey reports based on results from employee input.
  • Develop web services and tools, as needed, to enhance the team's ability to convey analysis of survey data.

Experience requirements:

  • 10+ years of relevant experience in human capital strategic planning, performing analytics, data modeling, and data visualization
  • Experience in Human Capital Strategic Planning; data analytics; survey development; data modeling; or data visualization to aid in decision making and complex problem solutions and survey research and development.
  • Ability to build and interpret statistical and predictive analytics models, algorithms, queries, and methodologies.
  • Supports sustainment of MDA's Human Capital strategic planning methodology.
  • Must have an active secret level security clearance or the ability to obtain one. 

Education Requirements:

  •  MA/MS or higher in related field from an accredited institution
