The primary purpose of this position, INDUSTRIAL ENGINEERING TECHNICIAN, GS-0895 -09 potential GS-11, is to serve as an independent production planner and perform complex and comprehensive studies in the repair, overhaul, manufacturing and modification of components for a commodities production branch in worldwide support of major weapon systems.Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental GS-09 target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

COMBINATION OF EXPERIENCE AND EDUCATION:
Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in utilizing a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineering time standards, layout designs, and cost analysis; evaluating systems for reliability based on statistical control charts, acceptance sampling, and process capability analysis; and anticipate production problems and recommend design changes utilizing understanding of the maintenance process, products, material support, planning procedures, and production capabilities involved in the repair, overhaul, modification, test and manufacture of a wide variety of complex commodities to include prototype workloads. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of production material requirements, work sequences, machinery and Manpower requirements for industrial operations.
2. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineering time standards, Methods-Time Measurement (MTM), layout designs and cost analysis.
3. Knowledge of mechanics, construction, maintenance and repair facility work processes and methods.
4. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations or technical orders.
5. Understand the requirements for PON's, PCN's, PCRN's and the processing of the JON Closeout.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
