Job description

Position Overview
This position will be on-site during the training period and will transition to a hybrid schedule (expected one day per week in the office) after training is completed.
Job Title: Background Specialist
This role involves performing professional background investigation work of moderate complexity. The selected candidate will review documentation, identify discrepancies, prepare reports, reconcile invoices, and determine applicant eligibility for employment in adult and child care facilities.
Key Responsibilities
  • Notify providers when fingerprints are rejected and provide applicants with reprint instructions.
  • Reconcile files and manually process fingerprint reprints when necessary.
  • Respond to inquiries from providers, applicants, and program staff regarding background checks.
  • Review applicant data in the processing system and communicate investigation status.
  • Evaluate cases involving excludable offenses (including dismissed, expunged, retired, or invalidated criminal records) and perform manual case closures when required.
  • Reconcile invoices, resolve discrepancies, and submit invoices for vendor payment processing.
  • Process driver's license checks, transfer requests, authorization forms, and Federal Tax Information (FTI) name check requests.
  • Support user acceptance testing (UAT) for upgrades or changes to the applicant tracking system.
  • Build and maintain strong relationships with internal and external stakeholders.
  • Analyze and apply policies and procedures while recommending improvements when necessary.
  • Conduct required registry checks, monitor receipt of results, and ensure documentation is updated in the tracking system.
  • Issue clearance letters to providers and refer applicants with findings to the appropriate division.

  • Bachelor's degree in any field.
Experience Substitution
  • Relevant full-time professional experience in background investigations, legal fields, law enforcement, or related areas may substitute for education on a year-for-year basis.
Special Requirements
Applicants must:
  • Pass a background check and demonstrate good moral character.
  • Complete a criminal history disclosure form.
  • Authorize release of criminal history records.
  • Provide fingerprints through the designated background check provider.
