Definition
Under the general direction and supervision of the director of assessing, the principal appraiser performs advanced real property appraisals on all commercial, industrial, and oil & gas properties by completing data collection, sales analysis, and estimating construction costs for various types of residential and commercial real property. The appraiser also conducts various surveys, researches construction costs, and analyzes economic information to establish commercial valuation models and to develop standards for field inspections pertaining to the quality and classification of residential and commercial real property. This is professional work requiring extensive public contact and explanation of policies, procedures and applicable Borough and State ordinances and laws and involving the complex application of standard appraisal practice performed in accordance with accepted standards and practices with a high degree of independence requiring the exercise of independent judgment in recommending action on specific cases.

Minimum Qualifications
- Bachelor's Degree in Economics, Finance, Statistics, or Business Administration.
Or
- Associates Degree and 3 years' experience working as a real estate appraiser in a fee appraisal or governmental assessing office; candidate should have a good working knowledge of commercial real estate sales, financing programs, building construction components. A candidate with strong appraisal knowledge is preferred.
Or
- 5 years' experience of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and be able to handle and resolve advanced appraisal problems. Experience in commercial real estate sales/financing, building construction or as a construction cost estimator may be considered. A candidate with strong appraisal knowledge is preferred.
- Range P: Candidates needs to have and maintain a minimum level II certification with the AAAO or have transferrable coursework to obtain certification within 2 years of hire. Current level II certification requirements through the Alaska Association of Assessing Officers.
2. Additional Qualifications Level Q: To be considered for Level Q, in addition to meeting all of the requirements for a Level P the employee must hold and maintain a level III certification with the AAAO.
3. Additional Qualifications Level R: To be considered for Level R the employee must hold meet all of the requirements for Levels P and Q. To move to a level R employee must exhibit superior knowledge, independence and leadership skills. To qualify for Level R, employees are required to make and execute decisions resulting in complex commercial evaluations with little or no oversight.
*Note* Non-competitive advancement to Principal Appraiser Q/R is at the discretion of the Director and dependent on budget.
Candidate must have superior knowledge of Excel Spreadsheets and functions to assess all oil and gas properties. The candidate is required to have a valid Alaska driver's license to perform all job functions and the availability of a personal vehicle is required.
Essential Functions
- Performs real property field inspections, investigations, surveys and appraisals for commercial, industrial, oil and gas and other complex properties.
- Develops, collects, analyzes and maintains sales databases for improved commercial property and vacant land.
- Compiles vacancy and rent statistics for income producing properties and researches construction costs providing completed reports with management. Prepares real property assessment reports, records and other communications. Gathers data pertaining to quality, classification and value of residential and commercial real property. Contacts businesses and agencies throughout the borough to obtain sales costs and relative market data to support appraisal activities.
- Prepares possessory interest calculations for the valuation of government owned leasehold accounts.
- Works closely with director with oil and gas corporations, preparing advanced calculations spreadsheets to assess all Borough oil and gas properties.
- Trains other appraisers and technical staff, and advises them of resources and references available and suggests appropriate courses of action. Upon direction of assessor will be required to engage in public speaking events for education on commercial, industrial and oil and gas.
- Prepares Board of Equalization PowerPoint and training as well as represents the department with written and oral defenses of assessed value at a quasi-judicial hearing before a local Board of Equalization.
- May oversee of a team of subordinate appraisers as a supervisor or lead in an office or field environment.
- Reviews/Audits appraisal reports and conducts regular and periodic field review of appraised parcels to insure accuracy and quality of appraisal activities.
- Works daily with CAMA valuation software, laser measuring devices, Mobile Assessor Software, and Marshall and Swift valuation as required.
- Represents the department in frequent contact with business owners, property tax professionals, legal counsel, State Oil and Gas Assessor, and oil and gas executives as well as the general public.
- While serving under the supervision of the director this position also reports to the appraisal manager and may be asked to perform specific training or other duties.

Physical Demands
While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment and small tools; occasionally transport up to 50 pounds; reach with hands and arms, and stand and walk (at times on uneven ground). This position requires the ability to access non-road accessible land within the Kenai Peninsula Borough during all times of the year using four-wheeler, ATV, snow machine, snowshoes, etc. Specific vision abilities required include close vision and the ability to adjust focus. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Travel is required and would include some overnight trips.

- Vehicle Requirements: Vehicle must be shown to be safe and reliable and must be able to meet the criteria established in the Kenai Peninsula Borough's Vehicle Policy within 30 days of hire.

Retirement
Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under.
