Intelligence Project Engineer
Please note: This position is contingent upon the award of a contract. We will provide updates on the status of the contract and next steps during the hiring process.
Minimum Qualifications Summary
Certification & Education
  • Must possess a current US Passport with ability to travel and work overseas.
  • Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
  • Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.
  • Must possess a TS/SCI Security Clearance
  • Higher Education Degree in Engineering, Data Science, or related field required

Experience Required
  • Minimum of three years' experience in Marine Corps intelligence infrastructure, architecture and systems requirements for Intelligence, Surveillance and Reconnaissance (ISR) platforms, All-Source Analysis, Human Intelligence (HUMINT), Counterintelligence (CI), Signals Intelligence (SIGINT), and Geospatial Intelligence (GEOINT)
  • Strong writing, analytical, and reading skills, as well as the ability to effectively communicate
  • C4ISR expertise in support of Intelligence Operations
  • Ten years' military experience

Job Objective
Under a five-year contract, the Intelligence Project Engineer will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard MacDill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically the Intelligence Project Engineer will support the Intelligence Directorate (G-2) within the continental United States (CONUS) and outside the continental United States (OCONUS). The G-2 provides timely, accurate, and relevant multi-discipline, multi-function intelligence support tailored to the USCENTCOM AOR for the COMUSMARCENT, staff and subordinate units in order to (IOT) assist in the Command's decision making and staff actions for MARCENT's component responsibilities and Title 10 service obligations. MARCENT G-2 also coordinates with Higher, adjacent, and relevant supporting agencies.
Responsibilities
  • Serve as the project engineer with responsibility for assisting in the planning, development, coordination, and distribution of all garrison and deployable IT intelligence systems resident within the MARCENT and supported subordinate units
  • The responsibilities associated with the Project Engineer span all intelligence disciplines to include, but not limited to: infrastructure, architecture and systems requirements for Intelligence, Surveillance and Reconnaissance (ISR) platforms, All-Source Analysis, Human Intelligence (HUMINT), Counter Intelligence (CI), Signals Intelligence (SIGINT), and Geospatial Intelligence (GEOINT)
  • Provide both technical and administrative input into the intelligence requirements process
  • Manage the integration of vendor tasks and track and review vendor deliverables
  • Provide technical and analytical guidance to the project team
  • Recommend and take action to direct the analysis and solutions of problems
  • Assist in the planning, coordination and distribution of all garrison and deployed intelligence information systems and special intelligence communications systems used for voice, video and data processing
  • Analyze, document and present complex Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) issues to decision-makers for action
  • Present C4ISR issues in the broader context of national, theater and U.S. Marine Corps (USMC) policies, directives, orders, and operational requirements
  • Assist in the planning and coordination pertaining to the purchasing/contracting of intelligence systems, the coordination of intelligence requirements with all MARCENT staff elements, subordinate commands, and requisite commands/agencies external to MARCENT
  • Ability to highlight the important decision factors while still presenting the overall pros and cons of C4ISR issues
  • Attend and serve as the MARCENT representative at various C4ISR systems conferences and technology seminars to represent MARCENT intelligence requirements
  • Maintain awareness of emerging technologies related to potential enhancement of MARCENT technical intelligence capabilities including coordinating and participating in technology demonstrations
  • Assist in the planning and coordination of all intelligence systems development, training, fielding, support, and accreditation requirements, providing continuity over the long-term upward trajectory of MARCENT intelligence capabilities
  • Prepare information papers, position papers, briefings and other documentation in support of the intelligence systems inputs to the CENTCOM Strategic Planning Process
  • Coordinate with personnel in a wide variety of activity elements and with personnel in other activities and agencies
  • Represent the organization in sessions with other activities or agencies relevant to the specialized field of responsibility and is expected to present information in a persuasive manner
  • Plan for and recommend changes in the organization and work to achieve efficient and economical operations within allowable constraints
  • Ensure technical soundness of work produced
  • Provide inputs on requirements, based on technical analysis of intelligence requirements and needs of the activity
  • Work independently and with considerable latitude for initiative and creativity in accomplishing assigned tasks and objectives, subject only to established policy guidance, production schedules and work priorities

Work Location
  • MARCENT, MacDill Air Force Base, Tampa, Florida
  • Travel: Contractor personnel must support the projected travel in support of government requirements to MARCENT AOR and supporting locations, which includes but not limited to the following countries: Bahrain, United Arab Emirates (UAE), Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. The ideal candidate will be available for travel on less than 24 hours-notice to support personnel recovery and training for forward deployed forces. The ideal candidate will possess the ability to execute OCONUS travel throughout the Central Command (CENTCOM) AOR.
