JOB SUMMARY
Supervise licensing of HVACR mechanical contractors and issuing of Heating, Ventilation, Air-conditioning, and Refrigeration permits. Inspect all new and replacement HVAC systems for which permits are issued. Retain files relating to activities. Approve gas piping installations for utility connection. Assist other Departments. Authorized to inspect and disconnect or seal out of service any equipment found to be in an unsafe condition. See Ordinance 3943 City Code 155 .
PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Inspect new and replacement HVAC installations.
  • Supervise licensing of mechanical contractors.
  • Supervise issuing of mechanical permits.
  • Retain files of inspections and licensing.
  • Condemn and order the correction of unsafe installations or equipment. Administer the Elkhart City Mechanical Ordinance
OTHER DUTIES AND RESPONSIBILITIES
  • Chairman of the Mechanical Examining Board
  • Review plans for commercial and residential new construction and alterations to existing structures.
  • Assist the Building Commissioner with other inspections as required. Assist Code enforcement officers in determining code compliance of existing structures.
  • Evaluate alternate methods and materials to determine code compliance.
  • Assist other departments, contractors, and homeowners regarding code issues.
EDUCATION AND EXPERIENCE
  • The Mechanical Inspector shall be licensed as a Mechanical contractor and shall obtain inspector's certification from a recognized certification agency, within one (l) year of hire.
  • Must have valid driver's licenses.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Be possessed of executive ability requisite for the performance of his duties; have a thorough knowledge of the standard materials and methods used in the installation repair and maintenance of heating, ventilation air-conditioning or mechanical refrigeration systems and appliances covered by the ordinance.
  • Understand the statutes of the state relating to mechanical work, and any orders rules, and regulations including the International Mechanical Code and Fuel Gas Code as approved by the State of Indiana.
  • Ability to interface with other agencies, officials, contractors, realtors, attorneys, and the public; in person as well as on the telephone and/or in writing.
  • Appropriate Licensing or Certification.
PHYSICAL, MENTAL, AND VISUAL SKILLS
  • The inspector should be capable of traveling to field sites, able to see the installation, and ability to process the visual input and then reconcile it with approved methods of installation.
  • Cognitive skills required to know what methods are approved,
  • Must have a valid Indiana driver's license.
WORKING CONDITIONS
  • Work is performed in a 40 plus hours per week and divided between the office and construction sites.
  • Inspections are performed inside and outside in all weather and building conditions, including cold, dampness, dirt, noise, odors, and exposure to hazards.
  • Inspector should be able to negotiate in and around construction sites, recognize and take precautions around work place hazards.
DRUG TEST REQUIRED
  • The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
  • Background checks producing acceptable BMV and criminal history reports required.
