Job Summary
The Purchasing Manager will be responsible for developing, implementing and administering supply chain best practices, tools, and processes across material management, procurement and subcontracts. You will collaborate with Program Management, Quality, Engineering, and Continuous Improvement to oversee and support implementation of strategic initiatives, as well as activities related to global sourcing, supplier selection, product delivery specifications, and quality.
You will work within the business unit to establish, implement, and maintain policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions all while developing and maintaining working relationships with global supply chain partners.
Responsibilities and Tasks
  • Develop and manage RFQ/RFP process, negotiate agreements and manage/administer the contract for complexity and value.
  • Evaluates bids and selects suppliers based on price, delivery, quality, and service to obtain best overall value for Sparton
  • Establish and maintain contacts with key suppliers to ensure visibility of future growth and plans supporting or impacting Sparton.
  • Participate in business planning and decision making.
  • Maintain and approve the purchasing of supplies and services necessary for operations, including equipment, tools and materials.
  • Manage process for supplier qualification, selection and performance evaluations.
  • Monitor costs, schedule and performance of suppliers.
  • Monitor component lead time issues and assist as necessary to support our production and delivery commitments.
  • Manage the negotiation of purchase contracts, scheduling and expediting of deliveries and maintenance of inventory levels.
  • Routinely evaluate price trends and establish price and performance objectives.
  • Develop and manage the supplier quotation process.
  • Monitor and evaluate purchasing metrics - including on-time delivery, quotations in process, inventory turns, MRB, receiving discrepancies and RTV.
  • Must be able to work in conjunction with engineering to develop accurate Bills of Material (BoMs) from the technical baseline, control changes in the BOM during the proposal process. Prepare costed BoMs for proposal efforts and managing monthly reporting of Bid vs Actual results.
  • Lead collaborative cross-functional teams to analyze spend, develop actionable spend management strategies, implement spend management strategies and proactively manage the supply base within a given commodity
  • Research and benchmark current commodity market conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges
  • Develop and implement spend management strategies including supplier assessments and rationalization, negotiation for best total cost of ownership, make vs. buy analyses, vendor managed inventories, inventory reduction programs, cycle time improvements, security of supply, supplier diversity, continuous improvement, commodity roadmaps, and procurement/stakeholder collaboration
  • Confers with suppliers to determine factors that affect competitive total cost of ownership consistent with quality, reliability, and ability to meet required schedules. Evaluate root cause and corrective action with suppliers on late delivery performance
  • Assist in policy and process development for supply chain governance and administrative actions to include risk assessment modeling, capability maturity, and adherence to US Government supply chain security requirements
  • Ensuring compliance with company and governmental procurement policies and requirements Interprets FAR/DFAR/ITAR laws, NIST, Procurement Integrity, the Foreign Corrupt Practices Act (FCPA), foreign anti-bribery laws rules and regulations regarding import/export control certifications and licenses.
  • Managing supplier qualification and selection process; evaluating quotes and ensuring quality, cost and lead-time requirements are met. Additionally, supporting procurement strategies designed to reduce costs, improving product and service quality and expediting delivery.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required.
  • Conduct SCRM assessments. Document findings, make recommendations, and encourage continuous improvement and best practices

Education, Experience, Licenses and Certifications
  • Bachelor's degree in a related field of study, 10+ years of relevant work experience may substitute for required education.
  • 4+ years of management experience
  • Proficiency in Microsoft Word and Power Point and Excel (advanced)
  • Highly detailed and service oriented, strong process-driven nature strongly desired
  • Must have good organizational, problem-solving, and analytical skills.
  • Solid negotiation and follow up skills.
  • Experience reviewing, understanding and advisement on multiple contract types (e.g., T&M (Time and Materials), FFP (Fixed Firm Price), CPFF (Cost Plus Fixed Fee), CPIF (Cost Plus Incentive Fee)
  • Experience in defense procurement within International Traffic in Arms Regulations (ITAR), Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR)
  • Proven ability to handle multiple projects and meet deadlines.
  • Must have good interpersonal skills.
  • Experience with Oracle

  • Active Secret U.S. Security Clearance, preferred
  • National Contract Management Association (NCMA) certification: Certified Federal Contract Manager (CFCM), Certified Commercial Contract Manager (CCCM) or Certified Professional Contract Manager (CPCM)
