CACI is seeking an exceptional Engineering and Implementation Manager to lead advanced engineering operations and our 24/7/365 Enterprise Operations Center (EOC) supporting mission-critical government systems deployed globally. This pivotal technical leadership role encompasses strategic infrastructure planning, engineering project execution, resilient architecture design, enterprise monitoring strategy and implementation, and comprehensive incident coordination across all consular affairs systems operating in both domestic and international environments.
We're looking for a forward-thinking technical leader who combines deep engineering expertise with operational excellence and a passion for building robust, scalable infrastructure solutions. Your ability to architect resilient systems, implement comprehensive monitoring frameworks, lead complex engineering initiatives, and orchestrate incident response across hybrid cloud and on-premises environments will be essential to mission success.

Responsibilities:
  • Provide strategic leadership and operational oversight for all engineering projects, infrastructure initiatives, and the 24/7/365 Enterprise Operations Center (EOC)
  • Direct engineering and operations teams responsible for physical and virtual hosting environments supporting all consular affairs systems domestically and at overseas locations worldwide
  • Develop and execute comprehensive strategic infrastructure planning, including capacity management, technology roadmaps, and multi-year architecture evolution
  • Design and implement resilient, highly available architectures ensuring business continuity and disaster recovery capabilities for mission-critical systems
  • Lead enterprise monitoring strategy, architecture, and implementation across all IT environments including on-premises data centers and cloud platforms
  • Oversee deployment and optimization of enterprise monitoring tools such as Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix, and emerging observability platforms
  • Coordinate and track all Tier II and Tier III incidents, ensuring appropriate escalation, communication, and resolution aligned with SLA commitments
  • Ensure comprehensive visibility, proactive alerting, and executive dashboard capabilities across all infrastructure, applications, databases, and network components
  • Manage the EOC as a centralized command center for incident response, event correlation, trend analysis, and operational intelligence
  • Lead multiple complex engineering projects simultaneously within live production environments, balancing innovation with stability and risk management
  • Oversee system and application migrations to cloud environments (AWS, Azure, hybrid cloud), ensuring seamless transitions with minimal business disruption
  • Manage technical and process changes in complex infrastructure environments, collaborating with cross-functional stakeholders to design and provision infrastructure solutions
  • Develop and implement automation strategies to improve deployment velocity, reduce manual intervention, and enhance operational efficiency
  • Establish and enforce engineering standards, best practices, and architectural principles across infrastructure and application domains
  • Drive continuous improvement initiatives focused on reliability, performance, security, scalability, and operational maturity
  • Lead root cause analysis (RCA) for major incidents and implement preventive measures to avoid recurrence

Qualifications:
Required:
  • At least five years managing and leading large engineering and operations staff for projects of similar size, scope, and complexity.
  • At least five years managing enterprise monitoring, operations center functions, and triaging critical incidents aligned with mission objectives.
  • Experience managing technical and process changes in complex infrastructure environments, collaborating with stakeholders to design and provision infrastructure.
  • Experience leading multiple projects in parallel within a production environment.
  • Experience managing system/application transitions to cloud environments.
  • TS clearance.

Desired Qualifications:
  • Experience introducing new technologies and processes to improve service delivery,
  • management, monitoring, support, patching, and scalability.
  • ITIL Intermediate Level Certification Version 5 or higher.
  • PMP certification.
  • Experience with enterprise monitoring tools and platforms (e.g., Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix).

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$103,800 - $218,100
