Job Description

We seek individuals that have experience working on City or State wide ERP Assessments and implementations to assist with project goals, objectives, project management guidelines, project standards, project scope, risk identification and mitigation, quality management, project budget, reporting and documentation.

The PM will confirm that client staff and contracted resources are leveraged effectively across the project. The PM will review and recommend approval of project deliverables.

The PM is responsible for reviewing and reporting on the project work plan, overseeing detailed task management, monitoring activities of the services vendor team, timelines, and risks, and has overall responsibility for reporting on status of project activities, milestones, and deliverables.

Duties & Responsibilities:

Overseeing project delivery from an department and organization wide perspective;

Monitoring that the project is effectively resourced and manages relationships with a wide range of groups;

Coordinating the development and maintenance of project documentation;

Manage the overall software and selection services process;

Checking that all required project management documents are developed, completed and signed off at the appropriate review gate;

Ensuring that all written deliverables provided by the Vendor Implementation Project Manager are stored in the appropriate network folders and archived as necessary;

Drafting, reviewing and recommending approval of deliverables

Holding Implementation Vendor Implementation Project Manager accountable through oversight and reporting for completing the Implementation Project on time, within scope, within budget and according to the required quality standard (with agreed specifications);

Helping to mitigate/resolve issues, risks and conflicts that are elevated by the Vendor Implementation Project Manager;

Managing project change request process and facilitating the approval process for requests submitted by the Vendor Implementation Project Manager;

Monitoring potential Implementation project risks, opportunities, and issues that may impact the project;

Facilitating resolution of issues with input from the Client Project Managers;

Escalating unresolved issues to Project Directors and/or Steering Committee, in accordance with policies, as appropriate;

Reporting project progress, budget and status to the appropriate levels (e.g., Executive Sponsor, Executive Council, Steering Committee) and recommending corrective action when necessary;

Reviewing the detailed Project Plan, and monitoring schedules on an ongoing basis to include documenting noted issues and concerns with project progress in accordance with the Project Plan.

Responsible for the independent management oversight of the Project, securing the required resources and advocating to senior management;

Qualifications
Qualifications

10+years recent experience with managing large, complex ERP projects

Experience developing/creating public sector procurement documents (e.g., RFPs) and related acquisition documents for software products and services

Experience managing the public sector procurement process

Ability to provide high level expertise across a broad range of business and IT related subject matter areas

Experience performing cost benefit analysis regarding new IT purchases

Experience with procurement policies and procedures

Experience negotiating and managing software and services contracts

Experience managing large IT budgets

Public sector experience

Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy to understand business terms to all levels of management including senior leaders

Ability to effectively manage multiple competing priorities with high attention to detail

Possesses strong analytical skills

Exhibits effective team skills

Ability to make decisions at the project team level and properly escalate those decisions that cannot be resolved on a timely basis

Experience with one of the following functional areas: Financial Management, Purchasing or HR/Payroll

Education:

Bachelor of Arts or Science degree required; in a technical or scientific field preferred

MBA or other advanced degree(s) desirable

PMP preferred
