Job Summary

The Manager, TBO Operational Implementation plays a key leadership role in advancing NAV CANADA's Trajectory-Based Operations (TBO) program by leading national operational readiness and implementation planning across the Canadian Air Navigation System. This position is responsible for assessing current operational practices, identifying impacts and opportunities for improvement, and developing implementation strategies that support the successful integration of TBO, SKYNEX, and related enabling technologies. Through a focus on operational excellence and national consistency, the Manager helps shape the future of air navigation services in Canada.
Working in a highly collaborative matrix environment, the Manager partners with operational, technical, training, safety, and standards stakeholders to evaluate operational impacts, drive alignment, and support the adoption of new capabilities. The role provides leadership in developing recommendations, readiness plans, and change strategies that enhance standardization, workforce preparedness, and operational effectiveness. This is a unique opportunity to influence a transformative modernization program while helping ensure the safe, practical, and successful evolution of air traffic operations nationwide.

In this role you will:

  • Lead national operational implementation planning and readiness activities for NAV CANADA's Trajectory-Based Operations (TBO) program and supporting technologies.
  • Translate TBO concepts into practical operational requirements, workflows, procedures, and system utilization practices across Service Delivery environments.
  • Assess current operational practices, identify impacts, risks, gaps, and transition requirements, and develop implementation strategies that support future TBO-enabled operations.
  • Recommend and advance standardized operational practices that enhance national consistency, scalability, operational readiness, and achievement of TBO program objectives.
  • Provide matrix leadership across Service Delivery, ATS Standards, Technology & Innovation, ATS Learning, Human Factors, Safety & Quality Assurance, and program teams to align procedures, training, system capabilities, and implementation activities.
  • Engage operational subject matter experts and technical stakeholders to ensure operational realities, workforce considerations, and implementation risks are reflected in system and process design.
  • Partner with ATS Learning and operational leaders to develop workforce readiness, training considerations, and change management strategies that support the successful adoption of new capabilities.
  • Challenge local practices that do not align with national operational requirements and work collaboratively to resolve barriers to implementation and standardization.
  • Coordinate operational integration activities across multiple transformation initiatives affecting Service Delivery working methods and operational readiness.
  • Monitor implementation progress, risks, dependencies, and benefits realization, including improvements in predictability, efficiency, workload management, and safety.
  • Maintain alignment with Service Delivery transformation priorities and represent operational interests in engagements with regulatory authorities, industry partners, customers, and other stakeholders.

What you bring:

Education:

  • Successful completion of secondary school.

Experience:

  • 5 or more years of experience within air navigation services, aviation operations, or a similarly complex operational environment.
  • Experience leading or coordinating operational change, modernization initiatives, technology implementations, or operational improvement programs.
  • Experience working in cross-functional environments involving operations, technology, training, safety, or implementation activities.
  • Experience influencing stakeholders in a matrix environment and addressing resistance to operational or procedural chance.

Knowledge:

  • Strong knowledge of air traffic management operations and operation environments.
  • Understanding of operational procedures, workflows, and service delivery practices within complex operational settings.
  • Knowledge of operational implementation, change management, and transformation initiatives.
  • Awareness of Human Factors principles and their application to operational safety and performance.
  • Understanding of workforce readiness, training development, and operational learning considerations.
  • Knowledge of regulatory requirements, safety management principles, and governance frameworks within air navigation services.
