Job description

Meta is seeking a US Immigration Program Manager to serve as the organization's foremost subject-matter expert on immigration case filings and compliance operations across every market where we operate. This role is responsible for driving the quality, accuracy, and timeliness of immigration filings at scale, maintaining Meta's global compliance posture, and developing the frameworks, playbooks, and tooling that underpin our immigration program.This individual will partner closely with Recruiting, People Partners, Legal, external counsel, and business leaders to solve the most complex immigration challenges, ensure regulatory compliance, and continuously improve our case management operations. This is a high-impact individual contributor role for someone who combines deep immigration expertise with operational rigor, a compliance-first mindset, and the ability to influence across functions without direct authority.
US Immigration Program Manager Responsibilities:
  • Own the design, maintenance, and continuous improvement of Meta's global immigration compliance framework, including right-to-work verification, government reporting, audit readiness, and regulatory change management across all operating jurisdictions
  • Serve as Meta's principal subject-matter expert on employment-based visa filings (e.g., H-1B, L-1, O-1, TN, ICT, Global Mobility visas, permanent residence pathways), providing authoritative guidance on case strategy, filing requirements, and adjudication trends
  • Personally manage and oversee a portfolio of complex, high-profile, and time-sensitive immigration filings, ensuring accuracy, completeness, and compliance with all applicable laws and regulations
  • Develop and maintain standardized filing playbooks, templates, checklists, and quality-control protocols that enable consistent, high-quality case preparation at scale
  • Monitor global regulatory developments across key markets (US, EMEA, APAC) and proactively translate new requirements into updated policies, processes, and operational guidance
  • Drive technology and process innovation in case management workflows — identifying opportunities for automation, AI-assisted compliance checks, and system enhancements to reduce cycle times and improve accuracy
  • Act as an escalation point for complex filing scenarios, RFEs (Requests for Evidence), denials, and novel immigration questions, providing expert analysis and recommended resolution paths
  • Establish and enforce quality standards and SLAs for external immigration counsel and service providers, reviewing work product and driving accountability for filing accuracy and timeliness
  • Partner cross-functionally with Legal, People Partners, Recruiting, and Finance to ensure immigration operations are aligned with workforce planning, business expansion, and talent strategy
  • Develop compliance dashboards, reporting mechanisms, and audit processes that provide real-time visibility into filing volumes, cycle times, compliance health, and risk exposure
  • Represent Meta's immigration compliance perspective in cross-functional forums and contribute to industry working groups and policy discussions as appropriate

Minimum Qualifications:
  • 8+ years of progressive experience in global immigration with direct, hands-on responsibility for case filings, compliance program design, and work-authorization counseling
  • Deep subject-matter expertise across employment-based visa categories, permanent residence pathways, and cross-border mobility in US, EMEA, and APAC jurisdictions
  • Demonstrated experience designing and operating immigration compliance frameworks across multiple countries and regulatory environments
  • Proven ability to manage high-volume, complex filing portfolios while maintaining exceptional accuracy and compliance standards
  • Track record of developing scalable processes, playbooks, and quality frameworks that elevate team-wide execution
  • Experience managing relationships with external law firms and immigration vendors, including setting quality expectations and enforcing SLAs
  • Strong cross-functional partnership skills with demonstrated ability to influence senior stakeholders (Legal, HR, Recruiting, Finance) without direct authority
  • Experience leveraging AI or automation tools to drive efficiency in compliance monitoring and case processing workflows

Preferred Qualifications:
  • J.D., immigration certification, or equivalent professional credential (e.g., AILA membership, CIPD, or country-specific immigration practitioner qualification)
  • Experience operating within a global technology company or similarly complex, high-volume immigration environment
  • Hands-on familiarity with immigration case management platforms and HR technology systems
  • Experience supporting workforce restructuring, M&A integration, or new market entry from an immigration filings and compliance perspective
  • Data-driven approach to measuring filing quality, cycle times, compliance health, and vendor effectiveness
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
