Job Location: Rochester, New York
Job Duties:
Work with developer customers, municipal stakeholders and local permitting agencies, like NYSPSC, NYCDEP, NYDOT, NY Counties and NY Towns. Participate in project team scheduling and budgetary planning processes. Work within the project unit, managing internal and external project resources. Set unit goals and direction to align and undertake action plans, program management to accomplish goals. Oversee project budgets, including O&M and Capital. Analyze project unit performance and initiate actions to control scope, schedule and cost performance. Approve project plans, execute contract strategies to undertake work and control and authorize expenditures. Initiate actions to ensure compliance with a project management and quality management processes and procedures. Coordinate with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers. May represent the company and testify in regulatory hearings or at Federal, State or local agency or municipal meetings. Provide recommendations on policies and goals desired and implement new/revised processes and procedures according to established guidelines. Responsible for ensuring the risk control system is utilized. Responsible for Project accountability overview, making sure that it complies with FERC, NERC and any other applicable regulation. Attend Cost & Schedule meetings. Work with Coordinator on the Risk definition, cost, and the Mitigation Action analysis. Attend Executive Management meetings, providing and presenting reports and cost-schedule-risk views as required.
Job Requirements:
Requires: Bachelor's degree in Engineering, Business, Economics, or a related field, and 6 years of progressive, post-baccalaureate work experience. Must have 5 years of experience in:
  • Transmission and distribution utility systems, configuration and general arrangements of networks (substations, overhead lines and cable) and infrastructures;
  • Leading a project team, including both direct and indirect reports;
  • Risk management and mitigation plans for utility transmission and distribution projects;
  • Utilizing Microsoft suite for data analysis, budgeting and planning and optimizing schedules;
  • Presenting on the status and results of utility projects utilizing Microsoft Office software;
  • Field construction sequencing, outage planning and supervision requirements of field personnel and construction contractors;
  • Managing utility projects that require quality and environmental management processes, including spill control, job site safety, and permitting.

Must have 4 years of experience in integrating scheduling IT tools and software to support project execution: MS Project, Primavera P6 with costs and resource requirements.
Must have 2 years of experience in Contract negotiations and supplier and vendor management.
Must have 1 year of experience in estimating project budgets for utility transmission and distribution projects.
Telecommuting permitted up to 2 days per week.
Domestic travel required up to 10%.
