Northrop Grumman Space Systems' Strategic Systems Programs Operating Unit is currently seeking a Program Manager 1 for the CPS program. This position is located on-site in Promontory, Utah.

Overview

The selected candidate will serve as a key member of the evolving Hypersonics portfolio. The candidate selected will be involved in program execution, cost, schedule, staffing, team building, customer satisfaction, ensuring compliance with organizational processes and procedures, maintaining relationships with and providing status to program leadership and customers. The individual will lead a matrixed-functional team aligned to common program performance goals from inception of an idea through program completion.

Role and Responsibilities:

As a program manager, the primary objective will be the delivery of all contractual requirements on cost and schedule, while achieving all technical objectives and creating customer intimacy to support value creation strategies and actions.Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).The individual will lead a cross-functional organization aligned to common program performance goals.

The candidate must be able to effectively communicate complex concepts, have a successful track of communicating regularly with senior NG executives, and possess interpersonal team building skills.

  • Interface directly with the Customer, Business Management, Contracts, Engineering, and other functional/support teams in support of program objectives, technical integrity, customer expectations, and schedule

  • Develop and implement team structures, organizational framework, and processes to optimize productivity and foster a high-performing, cohesive, and collaborative team environment

  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans

  • Identify, allocate, and manage program resources, including workforce planning

  • Adhere to all internal processes, policies, and applicable industry standards

  • Manage proposals, negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Cultivate customer relationships and intimacy to develop further opportunities within the customer community

  • Establish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

  • Establish design concepts, criteria, and engineering efforts for product research, development, and integration and test

  • Conduct thorough risk & opportunity management

  • Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

  • Ensure the program team understands and adheres to contract scope, and implements changes through a control board

  • Measure and report program performance to internal and external customers

Basic Qualifications:

  • Bachelor's Degree and 5 years' experience supporting U.S. government contracts or programs; OR 3 years' experience with a Master's degree

  • Experience developing professional written communications for executive, customer, or technical audiences with a focus on supporting program cost, schedule, technical, and risk discussions

  • Ability to interpret and communicate program performance information related to cost, schedule, technical, execution and program risk

  • Balanced skillset of interpersonal, business, and technical capabilities

  • Effective collaboration skills to develop and maintain good working relationships with internal and external stakeholders

  • Strong organizational skills in both independent and team environments

  • Exceptional communication skills (verbal and written) with proven experience in developing and briefing presentations to senior level executives

  • Ability to adjust communication to an audience (from manufacturing technician up through customer and executive management)

  • Advanced proficiency with Microsoft Office, particularly PowerPoint

  • US Citizenship is required

Preferred Qualifications:

  • Earned Value Management System (EVMS) and/or Control Account Management experience

  • Experience in manufacturing and/or production program execution

  • PMP Certification

Primary Level Salary Range: $114,900.00 - $172,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
