Responsibilities
  • Partner with leadership and business stakeholders to translate strategic priorities into program goals, roadmaps, OKRs, KPIs, and short- and long-term objectives.
  • Lead multiple large, highly complex programs from concept and planning through implementation and transition.
  • Develop and manage program plans, schedules, milestones, deliverables, budgets, resources, and dependencies.
  • Connect program initiatives to broader department and enterprise priorities and measurable business outcomes.
  • Evaluate program opportunities, risks, tradeoffs, and competing priorities and provide recommendations to leadership.
  • Monitor program performance using KPIs, metrics, and other performance indicators to identify risks and opportunities for improvement.
  • Develop and lead action plans and change management efforts to address identified program needs.
  • Identify, document, and coordinate business requirements and solutions supporting program objectives.
  • Perform qualitative and quantitative analysis to evaluate program effectiveness and support decision-making.
  • Identify and mitigate risks, constraints, and cross-functional dependencies that could impact program delivery.
  • Coordinate across departments and organizational boundaries to resolve issues and maintain alignment.
  • Ensure program deliverables are completed according to established expectations, timelines, scope, and budget.
  • Maintain program documentation, reporting, and governance processes.
  • Provide guidance and mentorship to team members and support consistent application of policies, standards, and procedures.
  • Stay current on AI, Generative AI, automation, and other emerging technologies and identify practical opportunities to improve program delivery and business outcomes.
  • Support the development and continuous improvement of department policies, standards, and processes.
  • Perform othe duties as assigned

Qualifications
  • Significant experience leading large, complex programs and multiple concurrent initiatives.
  • Expert-level project and program management skills, including managing teams, timelines, resources, deliverables, risks, and implementation.
  • Experience translating strategic objectives into executable roadmaps, programs, initiatives, and measurable business outcomes.
  • Working knowledge of strategy execution frameworks such as OKRs, Balanced Scorecard, Hoshin Planning, or similar methodologies.
  • Working knowledge of Artificial Intelligence, Generative AI, automation technologies, and emerging technology trends.
  • Significant experience developing workflows, requirements documentation, procedures, and implementation plans.
  • Extensive experience collaborating across organizational boundaries and building partnerships with business and technical stakeholders.
  • Experience working directly with leadership in large, complex operational environments.
  • Strong ability to identify and analyze business requirements and recommend appropriate solutions.
  • Expert planning, organizational, analytical, and problem-solving skills.
  • Ability to evaluate complex information, identify patterns and risks, and clearly communicate recommendations.
  • Strong verbal, written, and interpersonal communication skills with the ability to communicate effectively with all levels of an organization.
  • Experience leading, mentoring, training, and guiding team members.
  • Bachelor's degree in Business, Management, or an equivalent combination of education, training, and experience.

Desired:
  • Lean Portfolio Management (LPM) certification or experience with portfolio prioritization and strategic planning practices.
  • Project Management Professional (PMP) certification or equivalent education, training, and experience.
  • Knowledge of applicable state and federal laws, industry regulations, principles, and business policies.
