HUMAN SERVICES ELIGIBILITY TECHNICIAN

Summary:

Under general supervision, performs technical program eligibility and administrative case management duties in the department of human services; determines initial and continuing client eligibility for public assistance and human service benefits; assists applicants in completing applications for benefits; initiates and maintains client case records; coordinates with state and local agencies to integrate client care and ensure that clients receive all appropriate benefits; and performs other related duties as assigned.

Job Duties:

•Gathers and reviews information from clients and their families in order to determine initial and/or continuing eligibility for financial, medical and/or human service public assistance; requests and reviews necessary supplemental documents and verifications; evaluates clients’ financial resources, assets, debts, residency, and other requirements; evaluates information for completeness and accuracy; assists clients in completing applications or other documents as needed.

•Informs eligible clients of all relevant program requirements and benefits whether or not they have applied for such programs; ensures that clients have the opportunity to apply for all benefits for which they may be eligible; notifies clients of their appeal rights and related procedures and informs them of any changes in the laws or regulations which affect their continuing eligibility for benefits; directs clients to resources for additional information.

•Identifies and reports potential fraudulent information; conducts initial fraud investigations as needed by researching, gathering and compiling information from multiple State and local electronic databases and other resources and determining recovery amounts; refers cases for a more thorough investigation as required.

•Calculates clients’ eligibility for services in accordance with legal guidelines while ensuring that calculations appropriately reflect their financial status; approves or denies applications for public assistance or human service referrals based on established program regulations, policies and procedures; notifies clients of case status in accordance with required timeframes and ensures that clients receive information in the language and/or format they can understand; completes redeterminations for services as required; refers cases to other human service programs for additional services as appropriate.

•Performs administrative case management activities by continuously monitoring case activities and collaborating and coordinating with clients, their families, and collateral agencies to assist in establishing eligibility for additional services.

•Maintains case records as required to accurately reflect all program eligibility documentation, client and collateral agency contacts, social worker staffing opinions, and other required paperwork.

•Enters, locates, retrieves and compiles data into/from manual or computerized information systems; assembles, reviews and consolidates information from multiple sources; assists in testing electronic system changes and developments and provides feedback to the State and various vendors on system performance.

•Initiates and receives communications to/from clients, families, and collateral organizations; interprets public assistance policies and regulations, answers questions and provides information; types, prepares and disseminates correspondence and other documents; communicates in person, via telephone, via computer or through written correspondence; provides inter-county and community referral services as appropriate.

•Establishes and maintains organized and accurate departmental files and records; creates new files and filing systems.

•Attends meetings and training; serves on committees, teams and task forces as assigned.

•Performs accurate and detailed mathematical and financial calculations.

•Maintains strict confidentiality of client information as required.

•Makes photocopies of documents; may scan records into an electronic document system.

•Performs other related duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Completion of 30 semester (or equivalent) college units, including 15 units (or equivalent) in human services, psychology, business administration, or a related field.

Experience:

Three years of progressively responsible experience performing program eligibility, human service, financial collections, investigative, or technical administrative work that required interpreting and complying with legal requirements.

Substitution:

One additional year of qualifying experience may substitute for the above-required education.

Licenses and Certificates:

Depending on assignment, a valid license to drive a vehicle in Colorado and a safe driving record may be required at the time of appointment and throughout employment.

Other Requirements:

Background checks may be required.
