REAL TIME COMPANIES-POSITION DESCRIPTION
JOB TITLE: HUMAN RESOURCE MANAGER, Phoenix AZ
REPORTS TO: Chief Financial & Operating Officer
POSITION OVERVIEW: The individual in this position is responsible to collaborate and oversight with the CFO on the Human Resource aspects of the company and the accompanying Business Operations activities and functions which support the daily operation of the business. Focus of this role includes organization, planning, direction, reporting, project management, project and initiative oversight and compliance.For the success of this position, 3 specific areas of responsibility have been identified.
1. HUMAN RESOURCES AND COMPLIANCE
  • Conduct employee on/off boarding administration and compliance
  • Oversee and manage integrity of employee data and documents/records (soft and hard copy)
  • Manage Benefits
    • Health Benefits Renewals and management of open enrollment
    • Oversight and audit the coordination and updates of benefit portals when employees become/lose eligibility
    • 401k: plan Administration, YE annual filings and audits, compliance, document management
  • Ensure that RTC HR policies, procedures and protocols are complied with
  • Ensure that RTC HR policies, procedures and protocols remain compliant with changing state/fed mandates/ laws in states where we have employees
  • Manage HR legal documents and revisions (for employees and Independent Contractors)
  • Assess HR policies and procedures and collaborate to make necessary improvements and implement efficiencies
  • Export control administration compliance where relative to Human Resources & Recruiting
  • Register new states for WC insurance
  • Complete/ manage annual WC Audit and annual Renewal preparation
  • Collect and track weekly Engineering timesheets & Work product progress reports
  • Prepare Engineering on/off boarding documentation for project work
  • Maintain client ID registrations for new engineer onboarding
  • Participate in the investigation and guidance for disciplinary actions
  • Obtain references and VOE's (when applicable)
  • HR, PR or Recruiting duties as needed and assigned

3. PAYROLL
  • Oversight, Audit (and become the Backup) for Multi state Payroll Processing (~45-65 employees)
  • Register for company licenses, apply for withholding and UI in new states
  • Work with PR Company to complete YE 1099 and W2 reporting
  • Audit UI annual reports and rates
  • Audit PR Company records for out of state filing and payment compliance
  • Maintain time off tracking (PTO, PSL, ETO)

2. RECRUITING AND RECRUITING ADMINISTRATION
  • Recruit, onboard and train (when applicable) Business Operations personnel
  • Serve as Technical Recruiting team backup (sourcing, scheduling)
  • ATS Administration and Functionality management
  • Maintain recruiting goals and actuals activity reporting
  • Provide Engineering candidate onboarding status and information to hiring mangers
  • Support staffing model planning and execution stages
  • Schedule Engineering candidate pre-screens and interviews (if/when needed)
  • Manage job portal listings within ATS and job posting portals (Indeed, LinkedIn)

THE SUCCESSFUL APPLICANT WILL POSSESS THE FOLLOWING QUALIFICATIONS:
  • TECHNICAL SKILLS
    • Bachelor's degree in Human Resources or related field
    • 5+ years of Payroll processing
    • 10+ Years relevant and proven work experience in a corporate environment in dedicated HR Management role with same level of responsibilities in HR, Benefits and Recruiting
    • 10+ Years relevant experience with Human Resource administration and compliance
    • Professional Certificate in Human Resources Management a PLUS
    • PHR Certification Required (active)
    • SPHR Certification a PLUS (active)
    • Fundamental knowledge of HR compliance, employment laws and best practices
    • Fundamental knowledge or Health Benefits and 401k plan administration guidelines
    • Certificate in Employee Relations Law Seminar a PLUS
    • Fundamental knowledge of disciplinary investigations and documentation
    • Strong experience in researching, writing and assessing Policies and Procedures for HR, Benefits, Recruiting, Payroll
    • Intermediate=>Advanced user of MS Word, MS Outlook
    • Intermediate=>Advanced user of MS Excel
  • SOFT SKILLS
    • Strong attention to detail and high % of accuracy in work product
    • Strong analytical and judgement skills
    • Ability to work with minimal up-front guidance and take ownership of work product and follow through
    • Comfortable and well able to roll up sleeves be hands on
    • Ability to take initiative and collaborate with needed parties to get issues resolved and goals accomplished
    • Ability to effectively and consistently prioritize multiple projects simultaneously in a deadline driven environment
    • Ability to be firm and professional; have strong follow-up ability with management, team members, clients, vendors
