CONTINGENT UPON AWARD*

Duties & Responsibilities:

  • Human Capital Analyst III assist the Human Capital Office (HCO) in developing the ONR Human Capital Strategic Plan.
  • This includes assessing workforce characteristics, evaluating existing practices, identifying organizational best practices (benchmarking), and conducting analysis of current HC policies and procedures to recommend improvements.
  • Human Capital Analyst III assist in the development, refinement, and promotion of workforce development initiatives.
  • This includes supporting a rotational assignment program, training opportunities, mentoring coordination, and up to six (6) diversity events per year to foster a culture of continuous learning.
  • Assist with the design and implementation of processes to collect and analyze HC data.
  • Produce research, reports, and studies to measure intellectual capital and support data-driven decision-making.
  • Provide administrative support, including preparing briefings, tracking issues, and planning meetings.
  • Human Capital Analyst III assist in coordinating and developing content for ONR Human Capital websites (e.g., iConnect) and other multimedia capabilities.
  • Other duties as assigned

Knowledge, Skills, and Abilities (KSAs):

  • Possesses strong analytical, organizational and communication skills.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • Familiarity with DoD property accountability regulations and FIAR standards.

Minimum/General Experience:

  • Prior experience with asset management systems (DPAS, ERP).
  • Prior experience supporting government audits or compliance programs.

Minimum Education:

  • High school diploma required. Associate or bachelor's degree in relevant field preferred.
