Job description

Position Overview

Human Capital Resources and Concepts (HCRC) is seeking a Data Analyst โ€“ Human Resources / Workforce Analytics to support one of our Federal Clients.

The Data Analyst will provide recurring and ad hoc human capital data analysis, reporting, metrics, and workforce insights across the HR Directorate. The successful candidate will transform workforce information into meaningful reports and recommendations that support leadership decision-making and human capital planning.

Key Responsibilities
  • Collect, compile, validate, analyze, and report human capital and workforce data.
  • Provide recurring and ad hoc workforce data analysis supporting theHR Directorate.
  • Develop workforce metrics, reports, analyses, and recommendations for Government stakeholders.
  • Support current and future workforce analysis and identification of workforce trends and opportunities for improvement.
  • Analyze demographic and Functional Community workforce information.
  • Support data, metrics, reporting, and analysis related to:
    • Agency workforce demographics
    • Functional Communities
    • Hiring and onboarding
    • Training needs assessments
    • Career broadening
    • Leadership development
    • Hiring and outreach
    • Succession planning
    • Workforce forecasting
    • Talent development and retention
  • Assist with competency assessments, competency gap analyses, and development of reports and recommendations to address workforce gaps.
  • Develop baseline demographic information concerning current workforce and Functional Communities.
  • Support Training Needs Assessments through data collection, compilation, analysis, reporting, and recommendations.
  • Support development of success factors, performance measures, and recommendations for program data and reporting.
  • Assist HR program managers and analysts with data-driven program evaluations and recommendations for improvement.
  • Support strategic workforce planning, Human Capital Plan implementation, and associated Plans of Action and Milestones.
  • Prepare clear reports, charts, summaries, presentations, and other analytical products for Government stakeholders.
  • Ensure workforce information is handled in accordance with applicable Privacy Act and security requirements.
Desired Qualifications
  • Demonstrated experience performing data analysis, reporting, metrics development, business intelligence, workforce analytics, or similar analytical work.
  • Experience analyzing human capital, HR, workforce, organizational, or program data preferred.
  • Strong analytical and problem-solving abilities.
  • Ability to identify trends, patterns, gaps, and actionable insights from workforce information.
  • Experience developing reports and presenting analytical findings to stakeholders.
  • Strong Microsoft Excel skills and proficiency with Microsoft Office.
  • Experience with data visualization, dashboarding, or business intelligence tools is highly desirable.
  • Excellent attention to detail and ability to manage multiple recurring and ad hoc analytical requirements.
  • Federal or DoD human capital/workforce analytics experience is preferred.
Security Requirements
  • Must be a U.S. Citizen.
  • Must possess and maintain a minimum DoD Secret security clearance.
  • Must comply with applicable Privacy Act, DD254, security, and Non-Disclosure Agreement requirements.
