DIRECTOR OF HUD COMPLIANCE, RAD & PUBLIC HOUSING PROGRAMS

Reports To: Chief Executive Officer
FLSA Status: Exempt
Salary Range: $125,000 - $135,000 annually
Location: Corporate Office

Job Summary:

We are seeking an experienced and strategic Director of HUD Compliance, RAD & Public Housing Programs to lead the administration, compliance oversight, and operational performance of our HUD-assisted housing portfolio. This leadership role is responsible for ensuring compliance with Public Housing, RAD, PBV/PBRA, Section 8, and other affordable housing programs while driving operational excellence across the organization.

Working closely with the Director of Compliance and senior leadership team, the Director will provide guidance on regulatory compliance, occupancy management, subsidy administration, program implementation, policy development, staff training, and agency audit readiness. The ideal candidate will possess extensive knowledge of HUD regulations, RAD conversions, Public Housing operations, and affordable housing compliance, along with a proven ability to lead teams and support organizational growth.

Duties:HUD, RAD & Public Housing Administration
  • Direct the administration and oversight of Public Housing, RAD PBV/PBRA, Section 8, and other HUD-assisted housing programs.

  • Ensure compliance with Annual Contributions Contract (ACC) requirements, Housing Assistance Payment (HAP) contracts, RAD requirements, and all applicable HUD regulations.

  • Monitor monthly Tenant Rental Assistance Certification System (TRACS) submissions through Yardi for accuracy, completeness, and timeliness.

  • Lead the implementation of HUD regulatory updates, policy changes, and program initiatives.

  • Provide strategic oversight of Tenant Selection Plans (TSPs), Admissions and Continued Occupancy Policies (ACOPs), HOTMA implementation, waiting list administration, occupancy policies, and compliance procedures.

Occupancy, Eligibility & Subsidy Administration
  • Oversee and support property teams in leasing, waitlist management, transfers, annual and interim recertifications, and occupancy compliance.

  • Ensure accurate income certifications, rent calculations, eligibility determinations, and subsidy administration across the portfolio.

  • Collaborate with Regional Directors and Marketing teams to maximize occupancy, reduce vacancy loss, and improve lease-up performance.

  • Monitor subsidy utilization and reimbursement to ensure properties receive all eligible subsidy payments.

  • Assist site teams in resolving subsidy discrepancies and payment issues with housing authorities and HUD agencies.

Compliance, Audits & Quality Assurance
  • Develop, implement, and maintain compliance policies, procedures, and internal controls.

  • Ensure properties remain audit-ready through ongoing monitoring and quality assurance reviews.

  • Coordinate HUD reviews, agency audits, management and occupancy reviews, and monitoring visits.

  • Lead corrective action planning and implementation following audits, inspections, or regulatory findings.

  • Ensure compliance with Fair Housing laws, VAWA requirements, and other federal, state, and local housing regulations.

Training, Leadership & Staff Development
  • Provide leadership, mentorship, and technical guidance to compliance staff, senior management, and property operations teams.

  • Develop and deliver affordable housing compliance training programs for property and corporate staff.

  • Serve as a subject matter expert on HUD, RAD, Public Housing, and affordable housing regulations.

  • Foster a culture of accountability, compliance excellence, and continuous improvement throughout the organization.

  • Partner with executive leadership to develop strategic initiatives that enhance operational performance and regulatory compliance.

Qualifications:
  • Bachelor's Degree in Business Administration, Public Administration, Housing Management, or a related field preferred.

  • Minimum of seven (7) years of affordable housing compliance and operations experience.

  • Minimum of five (5) years of leadership or management experience overseeing affordable housing programs or compliance teams.

  • Extensive knowledge of HUD programs, including Public Housing, RAD PBV/PBRA, Section 8, HOTMA, and related affordable housing regulations.

  • Strong understanding of ACC requirements, HAP contracts, subsidy administration, eligibility determinations, and occupancy compliance.

  • Experience coordinating agency audits, HUD reviews, monitoring visits, and corrective action plans.

  • Proficiency with Yardi Voyager, including compliance and TRACS reporting functions.

  • Excellent leadership, communication, organizational, and problem-solving skills.

  • Ability to manage multiple priorities while maintaining accuracy and regulatory compliance.

  • Willingness to travel periodically to properties for oversight, training, and operational support.
