Description
Liberty is hiring a Director of Federal Business Development to lead growth in federal contracting. This role is responsible for identifying federal opportunities, developing agency,prime, and subcontractor relationships, and managing the capture process. The Director works closely with, Liberty's federal growth advisory partner, which handles proposal development and capture support.
This is a new, senior-level position reporting directly to the CEO.
Responsibilities
- Identify and prioritize target federal agencies, contracts, and partnership opportunities
- Develop and maintain relationships with federal agency contacts, prime contractors, and subcontractors
- Monitor and qualify federal opportunities (RFPs, RFIs, RFQs, MRASs, market research and eBuy postings); evaluate and make bid/no-bid recommendations
- Lead capture activities and pre-RFP positioning
- Handled inbound inquiries from federal buyers
- Build strategic partnerships within the federal government, prime contractors and subcontractors and other government-related entities
- Represent Liberty at industry days, small business events, and partner meetings
- Track, record and report on pipeline activityusing NextStage, CapturExec and Hubspot
- Coordinate with internal operations and delivery teams to support proposal and contract execution
- Maintain working knowledge of applicable federal contracting compliance requirements
RequirementsRequired Qualifications
- 5+ years of experience in federal business development, capture management, or government contract sales
- Experience with GSA Multiple Award Schedule (MAS) contracts, including eBuy
- Working knowledge of the Federal Acquisition Regulation (FAR), particularly Subpart 8.4 and Part 19
- Demonstrated experience building and converting a federal opportunity pipeline
- Experience working with OSDBU or small business program offices
- Track record of winning federal contracts as a prime contractor or subcontractor
- Experience with federal proposal processes (compliance matrices, color team reviews, PWS/SOW review)
Preferred Qualifications
- Experience with HHS, NIH, CDC, VA, or DOJ contracting
- Familiarity with Title VI language access requirements and Section 1557
- Experience with IDIQ, BPA, or task-order contract vehicles
- Familiarity with GAS MAS, OASIS+ or other government-wide acquisition contracts
- Shipley or equivalent capture/proposal methodology training
- Experience with CaptureExec, NextStage, GovWin, Hubspot or similar CRM/pipeline tools
- Background in professional services, healthcare services, or language services industries
