Program Manager

Location: Ft. Huachuca, AZ

Overview

The Program Manager provides senior leadership and coordination in support of program management and execution. This position is responsible for ensuring successful delivery of IT services in support of Department of War missions while meeting contractual commitments, performance metrics, and customer expectations. The Program Manager oversees full life‑cycle program execution, workforce planning, staffing strategy, and operational performance across multiple task areas and functional teams.

Primary Responsibilities

Program & Life‑Cycle Management

  • Lead all phases of the Program Life Cycle in accordance with contract requirements, including acquisition planning, system development, testing, deployment/fielding, operations, maintenance, and sustainment
  • Define program missions, objectives, deliverables, and performance standards aligned with contract requirements and Government priorities
  • Execute and manage multi‑faceted IT services programs within established cost, schedule, and scope constraints
  • Develop, maintain, and execute Integrated Master Schedules (IMS), staffing plans, and program execution roadmaps
  • Monitor and control program performance across cost, schedule, quality, risk, and compliance dimensions
  • Support and contribute to RFPs, RFIs, task order responses, and proposal development, including technical, staffing, and management approaches

Workforce Planning & Team Leadership

  • Lead workforce planning and staffing strategy supporting IT services delivery across task areas
  • Develop forward‑looking staffing forecasts to identify skill gaps, surge requirements, and hiring needs
  • Manage team utilization and workload balancing to ensure the right skills are assigned to the right tasks at the right time
  • Direct recruiting and hiring decisions in coordination with HR, ensuring staff meet contract, clearance, and technical qualification requirements
  • Provide ongoing performance management through one‑on‑ones, formal evaluations, and individualized development plans
  • Establish clear expectations, performance metrics, and accountability frameworks across technical and support teams
  • Coach and mentor personnel to improve retention, leadership readiness, and long‑term bench strength

Financial & Resource Management

  • Oversee IT services program portfolios including labor forecasting, cost control, and budget execution
  • Coordinate customer‑level financial submissions, funding reviews, burn‑rate analysis, and variance reporting
  • Serve as the primary action officer for program financial status, structure, and compliance
  • Ensure effective allocation of personnel, tools, and infrastructure to meet contract service levels

Integrated Product Team (IPT) Leadership

  • Lead and participate in Integrated Product Teams (IPTs) composed of engineering, cybersecurity, logistics, contracting, financial, and operations personnel
  • Organize and lead program kick‑off meetings, design reviews, program management reviews (PMRs), tests, training events, and deployments
  • Coordinate and lead special tasks involving Government customers, internal teams, and subcontractors to resolve technical or operational issues
  • Resolve conflicts within and between task areas or functional teams to maintain program continuity

Stakeholder & Customer Engagement

  • Serve as the primary interface with Government customers supporting the mission
  • Ensure alignment between workforce capabilities, IT service delivery requirements, and evolving customer needs
  • Represent the program at contractor and Government meetings, conferences, reviews, and test events
  • Monitor subcontractor performance and recommend corrective actions or improvements consistent with contract requirements
  • Establish realistic expectations, monitor service delivery performance, and ensure high customer satisfaction

Reporting & Communication

  • Prepare and deliver oral and written reports outlining program plans, risks, issues, and resolutions to senior leadership and customers
  • Ensure program status, issues, and achievements are appropriately documented and communicated
  • Forecast program impacts, assess risks, and elevate issues with data‑driven recommendations
  • Implement standardized processes and reporting to improve visibility, consistency, and decision‑making

Qualifications & Technical Skills

  • Bachelor’s degree in Business Administration, Management, Information Technology, Engineering, or related field preferred
  • Progressively responsible experience managing IT services programs and cross‑functional teams
  • Demonstrated leadership experience overseeing 100+ personnel or equivalent scale preferred
  • Experience supporting DoD IT services, systems, and acquisition environments preferred
  • Knowledge of life‑cycle management, IT operations, sustainment, and service delivery
  • Proficient with Microsoft Word, PowerPoint, Excel, and Project
  • Strong project coordination, scheduling, and risk management skills
  • Proven ability to manage time‑sensitive and complex tasking
  • Excellent written and verbal communication skills
  • Ability to build trust, resolve conflict, and lead cross‑functional teams
  • Active Secret DoD Security Clearance required; Top Secret preferred
  • Ability and willingness to travel, including extended and overseas travel
  • Must possess a valid U.S. passport
