POSITION SUMMARY
Under general direction of the Human Resources Director HRD, the Human Resources Assistant Director HRAD, assists in planning, directing, managing, supervising, and overseeing assigned daily activities and operations of the Yurok Tribes Human Resources Department functions including recruitment and employment, classification and
compensation, performance management, training, HRIS, employee relations, and risk assessment and management; coordinates assigned activities with other departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the HRD.
DUTIES & RESPONSIBILITIES
1. Communicates with management on behalf of the Executive Director when directed.
2. Acts as a proxy for the Executive Director as needed in the HRD's absence.
3. Collaborates with the Executive Director to sustain, promote, and grow departmental programs and services.
4. Assists in managing budgets for regular and special programs and expenses.
5. Participates in strategic planning and presides over meetings as needed.
6. Maintains files and records as requested. Recordkeeping responsibilities may include overseeing and
maintaining files of applications, interviews, offer letters and rejections, employee files, and evaluation dates.
7. Creates and manages the annual calendar of activities such as special events, fundraising initiatives, and similar projects.
8. Drafts and maintains policies and procedures, ensuring compliance with applicable local, state, and federal laws.
9. Organize committee meetings including determining the time and place and drafting and delivering correspondence such as agendas, minutes, and transcripts.
10. Plans, directs, and administers various human resource projects and programs.
11. Develops HR training programs and teaches courses.
12. Research, analyze data, and prepare quarterly reports on HR trends, new HR project suggestions and current program goals and progress.
13. Assists with and develops, reviews and revises program policies and procedures.
14. Provides recommendations in concurrence with the HR Director to department heads, managers, and staff on updating and interpreting policies.
15. Represents the department at assigned networking functions.
16. Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
17. Assists in researching, analyzing data and prepares quarterly reports on HR trends, new HR project suggestions and current program goals and progress.
18. Assists the HR Director with the management of employee performance appraisals.
19. Assists the HR Director with background checks, investigations, and drug screenings.
20. Represents the department at conferences, general membership meetings, and other meetings assigned by the HR Director to be necessary for the Human Resources Department.
21. Assists in development and recommends plans consistent with the overall mission of the Yurok Tribe's Policies and Procedures.
22. Works in coordination with other Yurok Tribe staff.
23. Develops and maintains necessary systems and procedures to assure implementation of department goals.
24. Assists in the control and coordination of operations and activities from approved departmental action plans.
25. Assists HR Director in disciplinary, complaints, mediations, and investigations.
26. Back up on all recruiting activities.
27. Assists in the implementation of HR events and employee awards.
28. Creates and manages the new employee orientation calendar and agenda.
29. Performs other related duties as assigned.
EDUCATION/EXPERIENCE
1. G11: Bachelor's degree in related field with four years job specified experience.
2. G12: Bachelor's degree in related field with five years job specified experience.
3. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
4. Candidates with equivalent combinations of education, training and experience will be considered.
MINIMUM QUALIFICATIONS:
1. Tribal Human Resources Professional certification preferred.
2. Society of Human Resources Management certification preferred.
3. Excellent verbal and written communication skills.
4. Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation.
5. Working knowledge of Tribal, state, and federal labor laws and regulations.
6. Ability to compose and present comprehensive reports.
7. Ability to plan, organize and present training activities to diverse employee groups.
8. Excellent organizational skills and attention to detail.
9. Excellent time management skills with a proven ability to meet deadlines.
10. Strong analytical and problem-solving skills.
11. Proficient with Microsoft Office Suite or related software.
12. Demonstrated strong computer skills with three plus years using Microsoft Office or similar software, including a strong working knowledge of automated cloud-based systems.
13. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.
SUPERVISORY RESPONSIBILITIES
Performs the full range of supervisory duties and responsibilities. Plans work of subordinates based on priorities, nature of assignment. Develops work performance plans and evaluates the performance of subordinates. Provides advice, instruction, and guidance to subordinates on work and administrative matters. Effects disciplinary actions and determines developmental training needs of employees. Supervises subordinate employees including assigning and reviewing work, evaluation performance, training, taking necessary disciplinary action and making hiring and termination decisions. Use and promote a team approach to management and ensure accountability throughout the workplace.
