Position Summary Under the supervision of the Housing Services Program Manager, this role is pivotal in providing administrative and operational support for Flagler County's Health and Human Services Department, specifically within the Housing Services division. Essential Functions Responds to inquiries from the public and stakeholders regarding Housing Services and general program information through various channels, such as telephone, mail, or outreach efforts. Evaluates non-income eligibility requirements by collecting necessary documentation, reviewing relevant websites, and loan documents.

Prepares client communication letters accordingly. Conducts income and asset verifications and certifications in compliance with local, state, and federal guidelines. Stays up to date with program guidelines and statutes.

Provides regular input on the refinement of plans, policies and procedures. Collaborates with housing specialists and inspectors to refine project scopes for rehabilitation and construction projects in line with program objectives. Coordinates and participates in interim and final project inspections, ensuring the collection of necessary documentation and municipal building permits.

Manages the procurement process for construction projects, including requesting quotes and bids, attending bid-walkthroughs, and assisting with Purchase Order requests. Serves as a liaison between applicants, contractors, and housing inspectors, keeping all parties informed of program requirements and project progress. Prepares project agreements, acknowledgment forms, mortgage documents, and notes for real estate and construction document-signing meetings and closings.

Assists in monitoring active mortgages held by the county for compliance by the borrowers, prepares loan satisfaction requests, and calculates payoff amounts. Maintains detailed and organized client files, both physically and digitally, adhering to records management protocols. Updates various Excel spreadsheets to track and plan workflow within expenditure deadlines and set-aside requirements.

Participates in workshops, webinars, conferences, and educational meetings. Attends Affordable Housing Advisory Committee meetings, assists with meeting materials preparation, and potentially helps with official meeting minutes. Collaborates with other divisions in the Health and Human Services Department as assigned.

During emergencies, all employees are considered essential personnel and may be required to perform alternate duties. Minimum Qualifications Must possess Associates Degree in Business Administration or related field. Bachelor's degree preferred. Must possess three-years' of full-time experience, preferably in a in governmental or nonprofit agency, dealing with the public demonstrating some of the following skills: eligibility determination, compliance monitoring or determination, project coordination, data management, and customer service.

Experience in real estate management, construction management, urban planning or similar field is preferred. Any equivalent combination of related training, education and experience may be substituted on a year for year basis. Must possess a valid Florida driver's license.
