Salary: $6,221 to $7,568 per month (SR-24, Step D to I) Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. Duties Summary Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements. The Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned

The current vacancy positions are located in the Intelligence Enforcement Unit of the Office of Homeland Security (OHS) in the Department of Law Enforcement (DLE). The Intelligence Enforcement Unit is responsible for providing intelligence support to departmental operations focusing on homeland security threats and crimes statewide. The purpose of these positions is to perform investigations and enforcement actions related to the collection of homeland security and criminal intelligence information.

These positions are vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS), and are authorized to carry and use firearms and ammunition. Major duties include conducting in-depth and/or undercover investigations of criminal activities such as terrorism, critical infrastructure threats, illegal gaming entablements, and violent crimes; coordinating and cooperating with Federal, State, and County agencies in conducting investigations; conducting seizure and forfeiture cases on currency, vehicles, and property; and participating in and coordinating the Federal asset-sharing program with the U.S. Drug Enforcement Administration

Minimum Qualification Requirements To qualify, you must meet all of the following requirements: Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education/Experience: Bachelor's degree from an accredited four-year college or university. Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrated: A.

Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and D.

Tact, discretion, and capacity for obtaining the cooperation and confidence of others. Quality of Experience: At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service. The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.

Investigator IV positions referenced above consist of the following types: A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area; B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and C.

The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations. Selective Certification Requirement (Homeland Security Investigations Experience): In order to effectively perform the duties and responsibilities of these positions, applicants must possess demonstrated knowledge of the intelligence cycle/process; intelligence-led policing principles and practices related to homeland security threats and criminal activities; criminal and intelligence investigations management; and the jurisdictions and functions of various governmental agencies and departments. Therefore, certification of eligible applicants shall be restricted to only those who meet the minimum qualification requirements of the Investigator V, AND: A.

Are currently, or previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and B. Of the three and one-half (3-1/2) years of Specialized Experience required for the class Investigator V, applicants must possess at least ONE AND ONE-HALF (1-1/2) years of professional experience working in various governmental agencies and departments or joint task force environments in the furtherance of federal and state law enforcement operations. Such experience must have demonstrated the knowledge and abilities described above.

The Homeland Security Investigations Experience above may have been gained concurrently as part of the required Specialized Experience, or in a separate capacity. Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply. Special Requirements: These positions require that applicants meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition AND have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties. Applicants may not possess a conviction of domestic violence.

Driver's License: Applicants must possess a valid driver's license at the time of appointment.
