Job description

Summary

Summary 

Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Subject Matter Expert (Operations Planning).  The SME (Operations Planning) provides expert advice and recommendations for programs, contracts, and/or topics relevant to Operations Planning.  The position is based in Dunn Loring, VA.

Essential Functions: 

1. Operations Planning, Analysis, and Interagency Coordination

  • Develops, maintains, and updates scenario-based operations plans for MSD missions, ensuring alignment with Department and interagency requirements.
  • Coordinates with internal and external stakeholders to define operational requirements and ensure plans are flexible and responsive to changing global security conditions.
  • Provides pre-operations advice, in-mission support, and post-mission analysis, including plan adjustments as needed.
  • Promotes and trains MSD personnel in the DS Deliberate Planning Process (DPP) to ensure consistent and innovative planning approaches.
  • Prepares and presents briefings and reports to MSD leadership, senior DS officials, and interagency partners.
  • Participates in crisis response, special events, and contingency planning teams, ensuring timely and effective operational-level plans.

 

2. Liaison, Representation, and Communication

  • Serves as a liaison with Department, interagency, and law enforcement partners on intelligence and operational planning matters.
  • Advises and assists MSD leadership and teams, providing intelligence context and operational guidance.
  • Briefs senior leadership on geospatial, intelligence, and operational developments; represents MSD at conferences and interagency forums.

None required for this position. 

Work Environment 

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

  • Must be able to remain in a stationary position 75% of the time. 
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc. 
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. 
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly. 
  • Frequently moves standard office equipment up to 25 pounds. 
  • Must be able to work indoor conditions 90% of the time. 

 While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. 

Position Type/Expected Hours of Work 

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed. 

Travel 

Travel as necessary to other U.S. and foreign training sites, though it is not expected that such travel will exceed 25% of total work time. 

Experience 

  • Ten (10) years of relevant experience with operations planning. 

Education  

Bachelor of Arts or Science (BA/BS) degree; Master of Arts or Science (MA/MS) degree preferred in an associated discipline or equivalent experience.

Additional Eligibility Qualifications 

  • Solid interpersonal skills and attention to detail.
  • Excellent writing and communications skills.
  • Ability to advise on organizational performance, strategic planning, and interact with high-level government officials.

Security Clearance 

Must be a U.S. citizen and possess or be able to obtain/maintain an interim SECRET clearance, a TOP SECRET clearance may be required.

Compensation and Benefits

The expected compensation range for this position is $120,000 to $135,000 per year negotiable depending upon education and experience.
