Summary

Counterpart International is currently seeking a HIV/AIDS (Key Populations) Technical Consultant to provide technical support on a Department of State HIV/AIDS Key Populations  proposal. Consultant will work closely with the Counterpart HQ program and current field team to gather information on the operational context related to Key Populations in Burundi and on the feasibility of the proposed activities.

This is a consultancy based in the United States for a period of 20 days.

Scope of Work

The goal of the consultancy is to review the current draft proposal and ensure that it still remains contextually relevant in line with current trends related to working with HIV/AIDS key populations in Africa (especially in sub-Saharan Francophone Africa and in Burundi). The consultant should provide best practices related to advocacy and the safe, discrete interaction with those communities, and leveraging evidence-based tools and methodologies that can be used to better identify and serve key populations provide Counterpart with targeted support to build the competency of its program staff on this subject matter. 

Specific tasks include but are not limited to:

  • Review of Counterpart’s proposal to ensure that the approach is logical, feasible, and that it fits within current trends related to key population work in Africa. This review will include;
  • Identifying relevant best practices related to key populations with a specific emphasis on the context in Burundi and using that knowledge to unpack Counterpart’s illustrative activities to be implemented by local CSOs and CBOs.
  • Identifying evidence-based tools and methodologies that can be used to better identify and serve key populations.
  • Review and improvements to the proposed monitoring and evaluation plan which will include conceptualizing the envisioned baseline assessment.
  • Training and coaching of HQ program staff on Key Populations programming.

Qualifications

Required:

  • At least ten (10) years’ experience in HIV/AIDS-related work, with significant experience working with key populations.
  • Extensive experience in providing technical support to the elaboration and implementation of key populations’ work
  • Experience working with Civil Society Organizations and Community-Based Organizations
  • Experience of the design and delivery of evidence-based approaches for advocacy and improved service-delivery
  • Demonstrated familiarity with sub-Saharan Africa, particularly Burundi and stakeholders involved in HIV/AIDS program delivery
  • Ability and willingness to travel to the field as needed;
  • Ability to work under pressure and meet tight deadlines, with minimum supervision;
  • Strong report writing; analytical, communication and interpersonal skills;
  • Excellent computer skills (Microsoft Word, Excel, PowerPoint); and
  • Excellent English communication skills and fluency in the French language.

Preferred:

  • MA, MD, or PhD in Public Health, Public Policy, Public Adminstration or other relevant fields;
  • Substantial experience working with NGOs, UN organizations, or civil society;
