Summary:
The Financial Analyst is a key member of the Regulatory Planning & CON Strategy team and provides utilization and financial analysis, modeling, and strategic decision support related to Certificate of Need (CON), licensure, and major facility and service line investments. Reporting to the Vice President, Financial Planning & Analysis (FP&A) and under the oversight of the Executive Director of Regulatory Planning & CON Strategy, this role is responsible for developing and evaluating utilization and financial assumptions, projections, and pro formas that support regulatory submissions and long-term facility strategy. Working closely with the Executive Director, the Regulatory Planning & CON Strategy team members, VP FP&A and other finance leadership, operational partners, and external advisors, the Financial Analyst plays a critical role in translating strategic and clinical plans into defensible utilization and financial analyses that meet regulatory requirements and support organizational decision-making. This position serves as a key bridge between regulatory strategy, operational planning, and financial performance in a highly regulated environment.
Responsibilities:
1. Financial Analysis & CON Support
  • Develops, reviews, and refines utilization and financial projections, financial pro formas, and supporting detail for CON applications, licensure filings, and related regulatory submissions.
    • Assists in preparing required utilization and financial components of applications, including volume projections, capital cost estimates, sources and uses of funds, working capital needs, operating projections, and payor mix analyses.
    • Supports development of the strategic and clinical narrative that accompanies financial and utilization analysis.
    • Works closely with Regulatory Planning & CON Strategy team and outside advisors during development of CON applications and throughout comments, appeals, and litigation processes, particularly with respect to utilization and financial analyses and conclusions in competing applications and comments.
  • Works closely with finance, operations, and external advisors to validate assumptions and ensure consistency across financial, clinical, and strategic components of regulatory filings.

2. Facility Strategy & Capital Planning Support
  • Provides financial planning and analytical support within the regulatory framework for facility planning initiatives, including new construction, replacement facilities, clinic expansions, major medical equipment investments, and business development opportunities (including mergers and acquisitions).

3. Communication & Collaboration
  • Partners with internal stakeholders (finance, planning, operations, clinical leadership) to gather data, align assumptions, and validate financial inputs.
  • Collaborates with outside consultants, legal counsel, and financial advisors under the direction of the Director.
  • Prepares clear and concise utilization and financial exhibits, summaries, and presentations for leadership, committees, task forces, and regulatory audiences.

4. Data Management & Continuous Improvement
  • Maintains organized utilization and financial models, assumptions, and documentation to support regulatory filings and audits.
  • Supports standardization and continuous improvement of utilization and financial templates, modeling approaches, and analytical tools used in regulatory and facility strategy work.
  • Performs other duties as assigned in support of Regulatory Planning & CON Strategy and system-level FP&A functions.
