Overview

Instructional Systems Specialist (MPT/HSI Analyst) (PSD):

ย 

Bowhead is seeking an experienced Instructional Systems Specialist (PT/HSI Analyst) to provide analytical and instructional systems support to the Marine Corps Systems Command (MCSC) contract PSD in Quantico, VA. The ideal candidate will support Human Systems Integration (HSI) and Manpower, Personnel, and Training (MPT) analyses throughout the acquisition lifecycle, ensuring Marine Corps weapon systems are supported by effective training strategies, workforce planning, and performance-based learning solutions. The position supports the development of analytical products, technical reports, surveys, methodologies, and training assessments that directly influence acquisition decisions and lifecycle sustainment planning

In addition, the selected candidate will be working closely with Government civilians, military personnel, engineers, logisticians, and Program Managers, the Instructional Systems Specialist will collect, analyze, interpret, and report data related to MPT and HSI requirements. The selected candidate will also possess experience conducting MPT analyses, instructional systems design, training evaluation, data analysis, technical writing, and stakeholder collaboration within a Department of Defense acquisition environment.

Responsibilities

Essential functions will include but are not limited to:ย 

Human Systems Integration (HSI) and MPT Analysis

  • Conduct comprehensive reviews of system requirements to identify MPT and HSI implications.
  • Analyze acquisition documentation to determine manpower, personnel, training, and human performance impacts.
  • Perform MPT Health Assessments using Government-provided methodologies.
  • Develop MPT methodology memorandums supporting acquisition milestone documentation.
  • Conduct MPT and HSI analyses, develop plans and analysis reports for Marine Corps acquisition programs.

Data Collection & Assessment

  • Develop and analyze surveys, questionnaires, interview guides, and data collection instruments supporting HSI and MPT analyses.
  • Participate in working groups with government stakeholders.
  • Develop findings, recommendations, and executive-level reports.

Instructional Systems Support

  • Review existing training materials for completeness, instructional effectiveness, and compliance with applicable standards and provide recommended improvements.
  • Assess curriculum against system requirements and identify required revisions.
  • Support development of training strategies and recommendations.
  • Assist with instructional systems design activities as required.

Technical Documentation

  • Prepare technical reports, briefing materials, white papers, executive summaries, and decision memorandums.
  • Present analytical findings to Government leadership.
  • Maintain project documentation in accordance with contract requirements.
  • Support acquisition documentation requiring MPT and HSI inputs.

Collaboration

  • Coordinate with engineers, logisticians, Integrated Product Teams (IPTs), Program Managers, and Government stakeholders.
  • Participate in technical meetings, working groups, and design reviews.
  • Provide analytical support to multiple acquisition programs simultaneously
Qualifications
  • Bachelor's degree from an accredited college or university in one of the following discipline (Instructional Systems Design, Human Performance Technology, Organizational Development, Psychology, Engineering, orr another closely related discipline). Four (4) additional years of directly related experience may be considered in lieu of a bachelor's degree.

  • Five (5) years of professional experience in one or more of the following:
  • Instructional Systems Design (ISD)
  • Training Analysis
  • Human Systems Integration (HSI)
  • Manpower, Personnel and Training (MPT)
  • Workforce Analysis
    • Strong analytical and critical thinking skills.
    • Experience conducting data collection, statistical analysis, and technical reporting.
    • Experience preparing technical documentation for Government or commercial organizations.
    • Experience reviewing system documentation and identifying training impacts.
    • Excellent written and verbal communication skills.
    • Ability to independently organize multiple projects and meet deadlines.
    • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Project, and SharePoint).

    Targeted salary range is $100,000 to $140,000 annually based on qualifications and experience.

    Physical Demands:

    • Must be able to lift up to 10-25 pounds
    • Must be able to stand and walk for prolonged amounts of time
    • Must be able to twist, bend and squat periodically

    SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Public Trust (T-1/NACI) level.ย  US Citizenship is a requirement for a Public Trust (T-1/NACI) clearance at this location.
