GovCIO is currently hiring for Technical Delivery Manager with Healthcare Subject Matter Expertise to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) Program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). In this role, the Technical Delivery Manager will directly support the Health Data Management (HDM) Integration Lead for a number of VA applications. This position will be a remote position within the United States with core hours of operation Monday through Friday, 8:00 AM to 5:00 PM ET.
Responsibilities
In this role, the Technical Delivery Manager will directly support the Health Data Management (HDM) Integration Lead for a number of VA applications. This position requires expertise in coordinating technical delivery, managing cross functional dependencies, and providing deep subject matter expertise across healthcare, informatics, data governance, and federal program operations.
Responsibilities
  • Serve as a subject matter expert supporting healthcare, informatics, Agile, and policy domains.
  • Evaluate incoming demand and intake requests to validate scope, alignment, and readiness.
  • Advise on data governance, treatment, and purpose of use considerations.
  • Prepare and deliver executive-level briefings, summaries, and decision documents.
  • Engage with stakeholders across VA, program leadership, and technical delivery teams.
  • Develop product roadmaps, document requirements, process flows, technical impacts, and decision outcomes to support discovery and delivery.
  • Assess legal and policy impacts related to data, applications, and integrations.
  • Contribute to program planning, milestone tracking, and operational readiness tasks.
  • Facilitate communication across cross-functional teams to ensure clarity and alignment.
  • Submit product reporting through tools such as VA PARS and Jira.

Qualifications
Bachelor's in Business Administration, Business Management, Computer Science, Information Systems, Operations Research or related fields with 5 years (or 10 years commensurate experience or 8 with applicable certifications)
Required Skills and Experience
  • Clearance Required: Public Trust Eligibility
  • Demonstrated experience working with clinician-facing data and systems - includes supporting clinician access to aggregated clinical data (Like Veterans Affairs CCD/CCDA or JHIE-based systems), leveraging contingency tools such as Clinical Viewer during Computerized Patient Record System(CPRS) outages, and coordinating or reviewing external community clinical documentation for care coordination.
  • Demonstrated understanding of Agile methodologies and their application.
  • Healthcare background with familiarity in clinical or operational workflows.
  • Strong communication skills, including stakeholder engagement and executive-level presentations.
  • Ability to operate independently in fast-paced, high-visibility environments.
  • Familiar with electronic health record management (EHRM) system(s)

Preferred Skills and Experience
  • Strong background in clinical workflow and real-time data use - including ingesting real-time clinical data for decision support (e.g., mental health assessments) and supporting workflows reliant on standardized data for eligibility, enrollment, and quality review.
  • Experience with the Veterans Affairs VistA electronic health record ecosystem - including familiarity with legacy VistA functionality, workflows, and integration points with clinician-facing tools such as CPRS and JLV.
  • Knowledge of legal and policy frameworks related to healthcare data and privacy.
  • Experience supporting demand and intake workflows.
  • Understanding of treatment and purpose of use requirements in federal healthcare settings.
  • Project management experience in federal or healthcare sectors.
  • Experience collaborating with both technical and non-technical teams to drive outcomes.
