About the Department
Public Works & Utilities serves a growing population of over 40,000 residents and businesses. The Department is responsible for a wide range of infrastructure maintenance, operations, and civil engineering services to our citizens involving street transportation and traffic control, storm runoff and surface water management, drinking water distribution, sewage collection and conveyance, and wastewater treatment.
Edmonds Street Department consists of one manager, one lead and 6 crew members that maintain right of way assets including, but not limited to: streets, sidewalks, alleys, traffic markings-signals-signage, sidewalks, bicycle/pedestrian facilities, roadside vegetation, snow and ice control, public street and pedestrian lighting, etc. The department works in cooperation with the storm department's seven-member team often sharing manpower and equipment to achieve the department's goals.

Essential Functions - Sewer Maintenance Worker
  • Performs skilled duties in the installation, maintenance and repair of the City's sewer systems equipment and facilities; operates, inspects and maintains lift stations and assists with minor repairs.
  • Operates a variety of vehicles, specialized equipment and hand and power tools including: a dump truck, vactor truck, backhoe, loader, tractor, air compressor, jackhammer, pipe cutter and other equipment; assists in the operation of a TV sewer truck and cleaner.
  • Assists with installing, raising and repair of manholes and replaces metal rings and covers as necessary.
  • Inspects, operates and maintains lift stations, repairs pumps, floats and controls as necessary; cleans and paints pipes, fittings and related items; removes and replaces pipes as necessary.
  • Mows and trims grass; removes debris; prunes shrubs around lift stations and manholes and performs smoke and dye tests to lines according to established procedures.
  • Performs excavation and repairs; utilizes appropriate shoring and safety equipment; assists in the installation, repair and maintenance of sewer lines.
  • Flushes and removes debris and roots from sewer and drain lines; assists other divisions with projects as necessary including: snow and ice removal, street patching and other projects; utilizes appropriate shoring and safety equipment.
  • Maintains routine records and reports of work performed including: equipment usage, preventive maintenance and needed repairs.
  • Ensures availability for 24-hour emergency call-out to perform water watch duties when called upon.

Essential Functions - Senior Sewer Maintenance Worker
  • Performs skilled duties in the in the installation, maintenance and repair of the City's sewer systems equipment and facilities; operates, inspects and maintains lift stations and assists with repairs.
  • Perform TV inspection of main lines and laterals; utilizes tracking and lateral cameras; operates a laptop computer to record data related to pipe size, depth, cracks, roots and other related concerns; downloads data to mainline computer.
  • Serves as crew leader on specific projects as directed or required.
  • Operates a variety of vehicles, specialized equipment and hand and power tools including: a sewer power cleaner, backhoe, loader, tractor, air compressor, jackhammer, pipe cutter and other equipment; assists in the operation of a TV sewer truck and cleaner.
  • Installs, raises and repairs manholes and replaces metal rings and covers as necessary.
  • Inspects, operates and maintains lift stations, repairs pumps, floats and controls as necessary.
  • Cleans and paints pipes, fittings and related items; removes and replaces pipes as necessary; cleans and vactors sewer lines; removes debris with vactor and other equipment and vaporoots sewer lines with foamer and cleaning truck.

  • Assists in sealing sewer lines and mixing lines; performs smoke and dye tests to lines according to established procedures.

  • Assists other divisions with projects as necessary including: snow and ice removal, street patching and other projects; utilizes appropriate shoring and safety equipment.

Minimum Qualifications
Sewer Maintenance Worker
Education and Experience
  • High School Diploma/GED Certificate required AND
  • Six months of experience is required in a construction, maintenance, mechanical, underground, plumbing or similar position where hand and power tools such as saws, wrenches, shovels, drills, jackhammers, etc. have been used. OR
  • An equivalent combination of education, training and experience.
  • Experience operating heavy equipment such as loaders, backhoes, dump trucks, and/or vactor trucks is preferred.
  • Experience repairing, installing, and maintaining sewer systems is preferred.
Required Licenses and Certifications
  • "Class A" CDL with air brake and tanker endorsements within one year from date of hire.
  • Wastewater Collection Specialist Certification within 2 years from date of hire.
  • CPR, First Aid, AED, and Bloodborne Pathogen Cards within 2 years of date of hire.
  • Flagging Certification within 3 years from date of hire.

Senior Sewer Maintenance Worker
Education and Experience
  • High School Diploma/GED Certificate AND
  • Five years of experience in public works, sewer system construction and maintenance or related experience that includes the operation and use of associated equipment and tools; OR
  • An equivalent combination of education, training and experience.
Required Licenses and Certifications
  • Class A CDL with air brake and tanker endorsements at time of hire.
  • Wastewater Collection Specialist I certification at time of hire.
  • Valid CPR, First Aid, AED, and Bloodborne Pathogen Cards at time of hire.
  • Valid Flagging Certification at time of hire.

Requirements for both Classifications
  • A valid Driver's License at time of hire and a driving record that is acceptable to the City's insurance requirements. Out of state candidates must obtain their WA State Driver's License within 30 days after moving to WA
  • Other specialty certifications/licenses as required by state and federal law and/or OSHA and WAC regulations may be required within a specified period of time after hire.
  • A criminal background check is required following a verbal offer of employment. Criminal history is not an automatic employment disqualifier. Results are reviewed on a case-by case basis.
  • This is a City identified safety sensitive position and requires a pre-employment drug screening following a conditional offer of employment.
