Job Description:
  • 15-20+ years of exclusive experience in GSA MAS and federal procurement consulting.
  • Proven success in developing and submitting at least 50 GSA MAS proposals across high-demand SINs and domains.
  • Expertise in at least 9 out of 12 MAS Large Categories, including their SINs and subcategories.
  • In-depth understanding of:
  • GSA MAS compliance and regulatory frameworks.
  • Proposal documentation: CSPs, technical narratives, templates, and SIP.
  • Clause interpretation and solicitation compliance strategies.
  • MAS refresh cycles, policy updates, and submission requisites.

Practical understanding of:
  • Mapping SINs vs. NAICs.
  • Establishing labor categories, pricing, and service/product offerings.
  • Working with CTAs, JVs, and small-business pathways like Startup Springboard.
  • Technical tools expertise: GSA Advantage, CALC, eLibrary, eOffer/eMod, SIP, and other relevant tracking systems essential for price development.
  • Undestanding of AI tools that assist in building core elements of the GSA-MAS proposal such as Technical and pricing.
  • Strong experience in post-award actions including MASS Mods, pricing changes, and catalog maintenance.
  • Ability to manage client communication, assess needs, provide tailored MAS entry pathways, and advise on strategic growth.
  • Experience working with or for GSA, or as an approved GSA consultant/vendor (preferred).
  • Excellent written communication for technical and proposal documentation.
  • Effective collaboration with internal teams including pricing analysts, compliance teams, and business development.
  • Professional presence in government interactions, especially with Contracting Officers.
  • Strong client relationship management across the entire MAS lifecycle - from strategy to maintenance.
  • We require a consultant with specialized experience in sales reporting for government contracts, particularly GSA MAS or similar contract vehicles. The consultant should have a clear understanding of the applicability and implementation of Transactional Data Reporting (TDR) within government contracting.

GSA TDR & Sales Reporting Expert (US Government Contracts)
  • Hands-on experience in GSA sales reporting and TDR (Transactional Data Reporting) within US Government contracting.
  • Develops and manages accurate TDR submissions in compliance with MAS/FCP requirements.
  • Strong practical expertise in sales data validation, SIN mapping, and reporting accuracy.
  • Proven ability to handle end-to-end reporting, including IFF calculations and reconciliation.
  • Closely collaborates with and supports vendor clients in delivering compliant, timely, and audit-ready sales reporting.
