Job description

E-Logic Inc. is seeking an experienced EHS Specialist - Special Programs to provide senior-level professional advisory services supporting the development and implementation of EHS auditing programs, management systems, and recognition programs for the DOS EHS Services contract. This role will focus on managing FSP's EHS-management systems and recognition programs, including OSHA Voluntary Protection Program (VPP), Green Globes, LEED, and state-equivalent programs. The ideal candidate has a strong background in auditing, EHS management systems, and program development within a large federal agency. This position is contingent upon contract award.

Key Responsibilities:

  • Manage FSP's EHS-management systems and recognition programs, including OSHA VPP, Green Globes, LEED, and state-equivalent programs.
  • Implement Department policy for special program areas by partnering with other Bureaus, contractors, consultants, facility managers, and landlords.
  • Conduct EHS audits, provide EHS training, develop recordkeeping requirements, complete VPP application materials, and prepare annual self-evaluation reports for VPP sites.
  • Work with A&E firms, facility managers, and building owners to prepare application materials, develop recordkeeping requirements, provide training, and complete all required reports for Green Globes/LEED projects.
  • Manage FSP's quality assurance program, including researching appropriate detection and analytical procedures, incorporating EHS requirements into facility maintenance contracts and GSA leases, and updating required written EHS programs.
  • Conduct hazard assessments, industrial hygiene and safety services, training, and outreach support to DOS sites inside and outside the Washington, DC metropolitan area.
  • Conduct EHS kickoff meetings with contractors.
  • Update FSP website content using SharePoint; prepare technical reports, letters, and memoranda.

Required Qualifications:

  • Minimum of 8 years of experience managing EHS programs for a large, multi-worksite federal agency with a blended workforce of contractors and direct hires.
  • Proven experience in managing EHS auditing programs, management systems, and recognition programs.
  • Must have successfully identified and mentored at least one site formally recognized as an OSHA VPP site, at least one Green Globe building, and several LEED projects.
  • Certification as a Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP) is preferred but not required.
  • Deep understanding of OSHA VPP, Green Globes, LEED, and other EHS recognition programs.
  • Strong auditing, program development, and stakeholder management skills.
  • Excellent written and verbal communication skills.
  • Must be a U.S. citizen; ability to obtain a Moderate Risk Public Trust (MRPT) clearance.
  • Location: Washington, D.C. (on-site at Harry S Truman Building, 2201 C Street NW). Travel to other domestic DOS facilities may be required.
  • Employment Type: Full-Time (2,000 hours annually)
