The Grants Consultant position serves as a key staff member for award and grants management with the Office of Community Development. The Grants Consultant position will work with the Community Development Block Grant - Coronavirus Program, the Community Development Block Grant programs as well as Appalachian Regional Commission (ARC) and Neighborhood Stabilization Programs. Duties include, but are not limited to: providing technical assistance to grantees in the preparation of federal program drawdown requests and quarterly reports; reviewing and providing first-level approval of draw requests from grantees; analyzing internal processes and controls to ensure timely processing of grant awards and draw requests; performance of grants management functions including the collection, review and approval of reports from subrecipients, creation of monthly reports; issuance of grant adjustment notices, etc. The Grants Consultant is also responsible for entry of new awards into HUD's IDIS platform; review and set up of budgets; generation of status reports for grants in-process; review and score of recommendations for Community Development Block Grant Annual Competition applications; and delivery of technical assistance and/or presentations at annual workshops (limited travel is required). The Grants Consultant works extensively with a grants management system for data entry and processing of grantee requests and/or submissions.
This is a very detail-oriented position requiring advanced organizational skills.
RESPONSIBILITIES
The following duties are the responsibility of the CDBG Grants Consultant position:
KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE: This position requires a thorough knowledge of generally accepted financial practice and accounting (fund accounting a plus). This position also requires knowledge of Federal and State accounting and financial management requirements.
SKILLS: This position requires skills in accounting, financial management, and grants management. The position also requires proficient computer skills (all Microsoft Office application as well as significant database applications). The position requires excellent written and oral communication skills.
EDUCATION AND EXPERIENCE:
Bachelor's degree in business, accounting, community planning, public administration, nonprofit management, or related field AND 2 years of related experience. At the discretion of DCA, education may be substituted for experience and experience may be substituted for education
WORKING CONDITIONS
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
